
American analyst Daniel Serwer said on Wednesday in Pristina that the current political situation will prevent the normalization of relations between Kosovo and Serbia, while he called to reconsider the policy of the United States and the European Union towards the dialogue between the two countries.
"I don't expect diplomats to accept it, but they should return to a more practical, less political dialogue. Political normalization is still far away. Serbia will not be interested in giving up its claims to sovereignty until the war in Ukraine is over and Russian annexations there are reversed. Kosovo will not be interested in the formation of the Association until it is confident that Serbia accepts its sovereignty and territorial integrity", he said, underlining that political normalization will happen when Pristina and Belgrade are ready for it.
"Belgrade, it seems to me, is not ready for political normalization. Towards the end of last year, President Vučić was expressing his hope for a change in geopolitical conditions that would enable Serbia to retake part or all of Kosovo," Mr. Serwer said.
He made these comments in Pristina during the debate on the topic " The Future of the Dialogue between Kosovo and Serbia: Opportunities for new dynamics in the process and the impact of the elections in the EU and the USA" , organized by the Group for Legal and Political Studies.
The head of the Serbian Commission of Helsinki, Sonja Biserko, said that all of Serbia's neighbors are very distrustful of its intentions and policies, while drawing attention to the importance of American involvement in the negotiation process.
"Without the presence of the United States, I doubt we would have had the Brussels and Ohrid agreement, which is now again in a kind of vacuum, because Belgrade is waiting for the change in the international context, which would probably suit it" . said Mrs. Biserko, objecting to the way of creating the Association of municipalities with a Serbian majority.
"And I have to say that the arguments from the Serbian side that always claim that the Association is a priority and that without this dialogue cannot move forward. I would always oppose this argument, because this is ethnic division which has been proven to be dysfunctional in Bosnia and should not be allowed to take the form it has in Bosnia," she said.
Former Albanian Foreign Minister Ditmir Bushati said that it will be very difficult to see a different attitude from Serbia towards Kosovo in the coming years.
"I know that President (Aleksandar) Vučić perfectly understands this new reality, the fact that the global order is in disorder and the fact that there are a number of middle powers that are gaining space in this new reality. And that's how he's trying to navigate. And you see this, unfortunately also within the European Union. So, I don't think that he has the will, he has faith in this process and I don't think that he is motivated to move forward in this process", he said, calling on the institutions of Kosovo to continue the talks since, according to him, there is no other alternative .
Analysts say that the American presidential elections in November will be decisive for how the dialogue between Kosovo and Serbia will continue.
"However, we know the difference between (Joe) Biden and (Donald) Trump in the Balkans. Biden has continued, although he has shifted American politics more favorably toward Belgrade, that much is clear. He still maintained the traditional American policy of protecting the sovereignty and territorial integrity of all Western Balkan states. And I predict that if he is re-elected, he will continue to do so. Trump is quite different. The Trump administration played with the idea, negotiated with (Hashim) Thaçi and (Aleksandar) Vucic on the issue of separation, in particular the separation of Kosovo," said American analyst Daniel Serwer.
Analysts said that the United States and the European Union should form a joint group to oversee the implementation of the agreements reached between Kosovo and Serbia, as had happened with the implementation of the Ahtissar plan, which declared Kosovo's independence./ VOA
