In the EU they say that no idea or plan presented is intended to replace the annex for implementation reached in Ohrid and that it remains in force and that the implementation of all points remains an obligation.
Belgzim Kamberi from the "Musine Kokalari" Institute says that both Kosovo and Serbia have negotiations with the EU and that according to him the main "struggle" is this dialogue.
"Our political game is with the mediators, not between Kosovo and Serbia", stated Kamberi on RTV Dukagjini.
"Prime Minister Kurti's main request seems to be the Croatian model of the Association. Even Stano confirmed that there is a proposal for a European model of the Association. And let's see if there will be an embodiment between a draft statute of the Association with the Croatian model for minority rights that Kurti is aiming for," he says.
Kamberi says that logic says that after the events in Banjska there should be a "weaker Association" of municipalities with a Serbian majority.
"Kosovo benefited diplomatically after the events in Banjska, but if we don't show constructiveness, the ball can be returned to us", declared Kamberi.
He says that, however, Kosovo must create some kind of credibility with the negotiators.
"Macroni told us that we have not kept our word. Now we have to be careful what we are promising, as later we will be held accountable. We do not have the power to force the EU to punish Serbia, but we will be measured by how well we have performed our duties", Kamberi added.
On the other hand, the foreign policy researcher, Emir Abrashi, says that Kosovo already has the opportunity to talk about a second version of the Association.
"We have this opportunity, but will we be able to use it or will we talk about autonomy again because of the mistakes we make in the dialogue. Now is the moment for Kosovo to form an Association without executive powers and in accordance with the constitution of Kosovo", declared Abrashi.
The association is among the hottest points in the dialogue for the normalization of relations between Kosovo and Serbia.
In Serbia, they insist on broad powers for this association, while in Kosovo they say that such would endanger the functionality of the state.
