The Mayor of Pristina, Përparim Rama, has stated that the non-inclusion of the budget of the Municipality of Pristina in the Draft Law on Budget Allocations of the Republic of Kosovo for 2026 is a constitutional violation.
In a press conference, Rama said that the exclusion was made without justification, describing it as administrative negligence and a direct violation of the constitutional order. According to him, the budget of the Municipality of Pristina is the only financial document that gives the Capital the opportunity to exercise its constitutional powers.
"Any arbitrary intervention or exclusion is a flagrant violation of local autonomy and public finance laws. The consequences are not theoretical. They are real and immediate: public services for citizens are blocked, capital projects are stopped, the institutional functioning of the Capital is paralyzed ," Rama declared.
He stressed that no institution has the mandate to place Pristina outside the budgetary system of the Republic of Kosovo. According to him, the Municipality has officially addressed the Committee on Budget, Labor and Transfers of the Assembly of Kosovo, as well as the President and Presidency of the Assembly, with a request for the immediate and full inclusion of the approved budget of the Municipality before the final vote on the Law on Budget 2026.
Rama also announced that they have also addressed the Ministry of Finance with a request to present in writing the legal basis for the exclusion, to immediately correct, as he called it, this violation, and to provide a response within the legal deadline.
According to him, if the 2026 Budget Law is approved without including the approved budget of the Capital, the matter will be sent to the Constitutional Court. Rama also warned that responsibility will be sought from the central level authorities who, according to him, by abusing their duties and legal authorizations, aim to sabotage the Capital.
" The law is not a matter of will ," he concluded.
