The United States of America will work together with Kosovo to build a project-statute for the association of Serb-majority municipalities in northern Kosovo.
The senior official of the US Department of State from the Bureau of European and Eurasian Affairs Annie Verderosa told Report TV that the US is ready to work with the Republic of Kosovo on this important issue.
"We encourage Kosovo to submit a draft statute and are prepared to work with Kosovar and EU colleagues to advance this critical obligation. The position of the United States remains that ASM (Association of municipalities with a Serbian majority) must be aligned with the Constitution of Kosovo and the decision of the Constitutional Court of 2015"
According to Verderosa, the future of Kosovo is in the hands of international institutions.
" We continue to strongly support the facilitative dialogue from the EU as the only way to achieve a peaceful and productive relationship between Kosovo and Serbia. The future of Kosovo is in the European institutions; a process facilitated by the EU is the way ," she said.
The strategic partners of the Republic of Kosovo confirm through official communication that the US will play an active role in supporting the dialogue, while they have a direct request for both states involved in the tension from the Western Balkans.
" The United States is coordinating closely with the EU on the dialogue, and we will continue to play an active role in supporting it. We ask Kosovo and Serbia to take seriously their obligations according to the agreement on the path of normalization that they reached at the beginning of this year. We expect both parties to fully implement all their obligations under the agreement. It is imperative that they move forward on their existing and previous obligations under the Ohrid agreement, including the establishment of the Association of Serb Majority Municipalities (ASM)," Verderosa added.
After the terrorist attack in Banjska of Zveçan, President Vjosa Osmani said that the solution for the Association is for Kosovo to sit down with the USA and prepare the draft statute for the Association of municipalities with a Serbian majority, within the legal and constitutional framework of Kosovo. Kosovo and Serbia have reached the agreement on the Association in 2013 and then in 2015 the agreement on the principles for its establishment.
However, in 2015 the Constitutional Court of Kosovo found that the agreement was not in full harmony with the highest legal act and demanded that it be harmonized through sub-legal acts. The US insists it will not allow the Association to resemble the Republika Srpska entity in Bosnia and Herzegovina.
