Despite increasing international efforts to bring the parties back to the dialogue table, Kosovo's leaders say that the only priority at the moment is strengthening the security institutions in the north of the country, in order to avoid another attack from Serbia.

The Speaker of the Assembly, Glauk Konjufca, in an interview for "Deutche Welle" on Thursday, said that the continuation of the dialogue to be photographed is unnecessary. According to him, the EU is not pointing out the responsibility of Serbia for the terrorist attack in Banjska.

" If they are going to call Vučić to Brussels with Prime Minister Kurti just to take his picture, this, to be sure, seems very unnecessary at this moment. All that Kosovo is thinking now is one thing, to multiply the strengthening of the police and security institutions in that part of Kosovo so that we avoid a future attack coming from Serbia. That's what we're thinking about right now. I think that the time will come for political dialogue , "said Konjufca.

He also spoke about the risk of another attack and a conflict that would cause war in the Balkans.

" Danger is always there, but you have to understand why. It is not because we are defending ourselves, but because Serbia is attacking ", Konjufca said, adding that the September 24 attack was a terrorist attack and an act of aggression by the state of Serbia on the Republic of Kosovo.

According to him, even the international factor is convinced that the most dangerous potential of destabilizing the entire Balkans and Kosovo is Serbia.

" Because, firstly, it harbors terrorist groups inside, secondly, there is a clear connection of the support from the Serbian army of this group, the trainings, the ranges where they exercised, the military bases, which they used, the weaponry which they have used, there is a direct connection with the state of Serbia. So, certain instances of the state of Serbia, even I assume even the president, must have known about this attack on Kosovo ", said Konjufca.

"Dialogue at a dead end"

Meanwhile, those familiar with the developments say that after the "Banjska" case, everything has changed regarding the dialogue, which so far did not produce the proclaimed results.

"I think that the dialogue as it has developed so far has reached a dead end. The fact is that Serbia is not ready to normalize relations with Kosovo. The price it demands - the separate governance of the Serbs in Kosovo, especially in the north, is simply a high price for Kosovo and for the Americans and Europeans as well. I think we should look at reducing the objective of the dialogue, turning to a more technical and less political approach, because Serbia is clearly not ready for any kind of political normalization. It is preparing its people for war, not for political normalization.", said the American expert on the issue of the Balkans, Daniel Serwer. According to him, the danger of other tensions has not yet passed as he assesses that Serbia's actions went in the opposite direction to what was agreed upon in the Brussels dialogue.

" I think that one of the objectives of the European and American sanctions against Serbia is to make sure that this does not happen again. I think it is also very important that the perpetrators be handed over to the Kosovo authorities. The fact is that the agreement of 2013 foresees that the judicial system of Kosovo will be valid throughout the territory of Kosovo and Serbia agrees with this. There is no justification for these people not to be handed over to the Kosovo authorities, including Radoicic ," he added.
