For the holding of new early elections in the four northern municipalities of the country, the Serbian population, which is the majority in these areas, has conditions.

They say that they want the Association of Municipalities with a Serbian majority to be created first, then the police to withdraw from the north, all the Serb prisoners to be released, and the Albanian mayors of the municipalities to withdraw, so that they can then participate in the elections. that would be organized by the Government of Kosovo.

Svetomir Boshkovic, a citizen from the north of Mitrovica, says that holding elections in the north is necessary, but only after meeting all the conditions that the Serbs have been looking for for a long time.

He mentioned the creation of the Association, the withdrawal of all police forces from the north, as well as the release of municipal and educational spaces, as a condition for the participation of Serbs in the elections.

"It is right that the elections are held, they are legal and legitimate. But there are conditions that must first be met... All police forces must be withdrawn, municipal and educational spaces must be freed... The condition is also the formation of the Association of municipalities with a Serbian majority which was signed eleven years ago... These are the prerequisites, this is the condition (to sign the petition)", Boskovic said.

Even Lubomir Miljkovic has conditioned his participation in the elections. Among other things, he has mentioned the release of all Serbian prisoners as a condition for running in the elections.

"Elections must be held, but the conditions must be met, the Association of municipalities with a Serbian majority must be formed, the arrested should be released, it means that all the conditions must be met... even the fake mayors who do not represent the majority, they represent a minority... In all likelihood, the population will not come out (to sign the petition)... until the conditions are met, I doubt that something will be done ," Miljkovic emphasized.

Mileva Bashcarevic, also a citizen from the north of Mitrovica, said that Albanians and Serbs should live together and have equal rights.

However, he added that the Serbs demand some already known conditions, without the fulfillment of which they will not participate in the elections.

"Elections should be held, municipalities with a Serbian majority should be formed and we should all live together and have equal rights... Even the policemen should be Serbs and Albanians... Citizens will not participate in the elections if there is no Association of municipalities with a majority Serbian ," she said.

On the other hand, Emir Azemi, familiar with political developments from the north of Mitrovica, has announced that for the situation in the north of the country, a political agreement between the parties in the process is definitely needed, as well as a strong guarantee from the USA. for holding free and democratic elections.

He prefers the resignation of the presidents as an easier and better option, because, as he said, the process of elections through petition is very complicated and impossible.

Azemi emphasized that the signature of the petition for the dismissal of the presidents by 20 percent of the voters, which means the first stage of the process, is possible and can be realized. However, as he said, the process will be complicated during the second phase, which includes the exit of 50 percent plus one of the voters.

According to him, if there are 20,000 voters on the voter list in the municipality of Northern Mitrovica, this means that 10,000 plus one voter must go out to sign, which is impossible.

North Mitrovica, he added, has about 12,000 residents, and if in the second phase more than 10,000 citizens have to vote, then it will be impossible or one person would have to vote many times to reach fifty plus unit and in this way the electoral process would be hurt.
