The Premier League has fined English club Chelsea £10.75m and imposed a suspended transfer ban after discovering several historical breaches of financial fair play rules. In an official statement, the league said it had concluded two separate disciplinary proceedings against the London club, after Chelsea themselves had voluntarily reported possible breaches of the rules in the past.

According to the Premier League, an independent commission ratified two sanction agreements, under which Chelsea accepted fines totaling 10.75 million pounds for breaches of rules relating to financial reporting, third-party investments and the development of young players.

The league also imposed an immediate ban on the club's academy players from transferring players for a period of nine months. In addition, Chelsea received a one-year ban on first-team transfers, but this sanction has been suspended for two years.

The sanctions relate to information that the club's current owners, a consortium led by Todd Boehly, handed over to the Premier League following Roman Abramovich's purchase of Chelsea in 2022.

According to the league, the breaches occurred between 2011 and 2018, when the club was owned by Abramovich. During that time, payments from third parties linked to Chelsea were made to players, unregistered agents and other individuals, but these payments were not declared in financial reports submitted to the Premier League.

However, the league stressed that even if these payments had been included in the financial reporting at the time, Chelsea would not have breached the profitability and financial sustainability (PSR) rules.

The Premier League added that the club's self-reporting, admission of the offences and full cooperation with the investigation were considered mitigating factors in determining the sanctions.

Meanwhile, the English Football Association (FA) has also charged Chelsea with 74 alleged breaches of its rules, linked to the same information submitted by the club's new owners.
