From verbal criticism, Edi Rama has now decided to limit the power of mayors by law. With a new decision, the government removes the right of municipalities to grant building permits for buildings over 6 floors to local units, reserving this competence to itself, through the National Council of Territories, which is headed by the Prime Minister. In addition, the government has approved a series of new bans on the use of public spaces and private properties with public easements, legalizing on paper the demolitions of recent weeks.

Edi Rama also expressed his resentment towards the work of mayors in the law. Through a VKM approved by the government, local units will no longer have the right to issue construction permits for buildings over 6 floors, reserving this right exclusively for the Prime Minister himself: "The National Council of Territory is the authority responsible for approving construction permits for: infrastructure works or/and construction facilities, regardless of the conditions and development criteria, when they are located within the coastal strip area, as well as any facility over 6 floors, when they are located outside this area."

This new rule approved by the government is part of the changes to the Council of Ministers for territorial development, which has also paid attention to public spaces. What it demolished with a bang, it has now turned into a norm by removing the right to use these spaces: "It is prohibited to issue construction permits by development authorities for private properties, which have been part of the development boundary and intended for public spaces, such as squares, parks, etc. It is prohibited to issue construction permits and preliminary declarations for the performance of works, as well as to carry out any type of work for the installation of fences, beams or any means of restricting access to those private properties or parts of their surface, which are burdened with public easements."

Part of these prohibited spaces are also the private properties themselves between buildings, which by law cannot be used for any business activity: "Regardless of whether the easement has been registered in the real estate registry, the same permits and works are not permitted on those private properties or parts of their surface in urban areas, which meet the legal conditions to be burdened with public easements, such as properties that constitute the exit route from buildings to public spaces, passageways between buildings or from buildings to public streets and squares, etc."

Now, with the new regulation, the use of permitted spaces by businesses will only be allowed if they pay the relevant fee. @A2
