1000 euro bribe for not removing the bar's awning, GJKKO Appeal leaves IMT

The Special Court of Appeal has remanded in custody Klajdi Zhilla, one of the IMT officials accused of the corruption affair at Kombinat a few weeks ago.

The suspect had filed an appeal in the second instance, but today the request was rejected and the first instance decision of the GJKKO was upheld. He is accused of the criminal offenses of "Active corruption of persons exercising public functions" and "Abuse of office", committed in collaboration.

Zhilla is suspected of having demanded a bribe of 1,000 euros from a businessman in the Kombinat area, in order to avoid taking legal action against the bar's tent that had encroached on public space. Several other people are also accused in this case.

Zhilla surrendered to the police on August 30. The Tirana IMT employee was wanted during an operation by SPAK and the Police, after he accepted a bribe not to remove the awning of a bar.

Gerald Fuçia and Edmond Çela also ended up behind bars, while Klajdi Zhilla and another person were declared wanted. Their arrest is said to have taken place in the Kombinat area, at the premises of former MP Mark Frroku, where security cameras were seized.

Appeal Decision of the GJKKO:

"The Special Court of Appeal for Corruption and Organized Crime, with a monocratic panel composed of Judge Igerta Hysi, announced today the decision on criminal case no. 67, act, date 22.09.2025 registration, on the appeal of the person under investigation K.Zh., with the subject: "Appeal against decision no. 89, date 01.09.2025, of the Special Court of First Instance for Corruption and Organized Crime, with the subject: Legal validation of the detention and the assignment of the personal security measure "arrest in prison", provided for by Article 238 of the Code of Criminal Procedure" and decided:

Approval of Decision No. 89, dated 01.09.2025 of the Special Court of First Instance for Corruption and Organized Crime.

This decision may be appealed to the Supreme Court within 45 days from the day after the decision was announced. It was announced in Tirana, on 30.09.2025”.
