SPAK's investigations also reveal invoices worth millions of euros from the companies of wanted businessmen to other entities. This served the scheme of circulation and introduction into legal channels of suspected corrupt money.

If the AKSHIT agency conducts tenders related to information technology, the network of companies investigated also includes entities that trade in food products, chocolates, etc. Surprisingly, the companies investigated are found to have filled out purchase invoices worth a full 10 million euros. For a company operating in the IT field to spend such an amount on the purchase of chocolates, this seems more than ironic. Rogers Rryta, the former administrator of the company 'Mega Distribution', says that he had commercial relations with the companies 'Soft Solution' and 'Fastech'...

SPAK has cross-referenced this testimony with the deposition of another businessman, Andis Papa, a shareholder of the entity 'Fastech'. He insists in his testimony that they purchased technological equipment from the company "Mega Distribution", even though the latter's activity was the trade of food products.
SPAK investigators have scrutinized every procurement procedure related to the timing of meetings between the head of AKSH and the businessmen in question, accused of being part of a structured group.

Mendoj se kanë pasur guxim të tepruar, sepse nuk do të goditeshin, sepse, siç e thashë, ngriheshin kompani nga hici, me të njëjtin punonjës me të cilët kalonin fonde për shërbime të supozuara. Hetimet e SPAK kanë zbuluar se biznesmeni Ermal Beqiri ka arritur të fitojë tendera edhe përmes kompanive të lidhura me familjarë të tij. Konkretisht, procedura për ‘implementimin e infrastrukturës së desktopëve virtual për Autoritetin e Aviacionit Civil’, u fitua nga subjekti “Communication Progress” për vlerën e rreth 1 milion eurove pa TVSH. Kompania në fjalë është në pronësi të bashkëjetuesit të motrës së Beqirit, shtetasit Gentian Likaj.
Dosja: “Edhe në këtë procedurë vihet re futja e kriterit të pajisjes së punonjësve me “Certifikate Sigurie”, CSP, e cila është e pavend, pasi të dhënat e prodhuara dhe komunikuara nga Autoriteti i Aviacionit Civil nuk janë të klasifikuara.”
Në periudhën mes viteve 2019-janar 2026, kompania Soft & Solution, e zotëruar nga biznesmeni Ermal Beqiri, ka arkëtuar plot 2,1 miliardë lekë nga thesari i shtetit, ose rreth 22 milionë euro. Shumica e këtyre parave kanë ardhur nga fondet e tenderave të AKSHIT.
Nëse analizon periudhën e viteve 2023-2024, vihet re rritja e ndjeshme e xhiros së deklaruar, përkatësisht 12 dhe 18 milionë euro. Fitimi deklarohet rreth 16 milionë euro në dy vite të marra së bashku.

'Only one of these companies, over the last 5 years, connected to this character who was, is the main actor of the file, has received 50 million euros in payments from the treasury, the vast majority of which are due to AKSHI tenders.
