A year after the law came into force, there are no applications for the marked lands, because investors demand ownership certificates and refuse to get involved in land conflicts...

Information from municipalities that have submitted lists of land areas, within the framework of the "Mountain Package" project, shows that this predatory scheme is failing, even though Prime Minister Edi Rama has promised his clients to donate land and property and waive taxes.

One year after the adoption of Law No. 20, dated March 13, 2025, no application has been submitted for the acquisition of land, forests and pastures designated for private investment with the Mountain Package projects.

Those individuals and entities that have initiated contacts with local and central government leaders to acquire land areas through the Mountain Package are afraid to invest in land that they do not own.

Knowing that municipalities do not have the executive powers and authority to provide guarantees of cadastral ownership for land, those interested in investing are asking the government to provide them with ownership certificates before issuing development permits.

But in the "Mountain Package" law, the government has determined the carrying out of investments with "non-owner" status, then initiating processes for providing land ownership certificates.

This condition has created doubts and fears among private entities, so as not to begin investments without first being provided with ownership certificates for the areas they require, because during investments and business activities they may face ownership conflicts from residents of the areas.

In order to avoid the troubles created by the "Mountain Package" project, investors have not been enticed by Article 15 of the law, which states that the first 500 applicants, for 10 years of business, will not pay the infrastructure impact tax, real estate tax, VAT, and income tax.

Because more important to them are the ownership certificates for the lands where they intend to invest, as their investments are jeopardized by conflicts over lands, which, despite being public until now, have historical and hereditary owners, most of which are in legal proceedings.

One year after the adoption of Law No. 20, dated March 13, 2025, only 18 municipalities have implemented the "Mountain Package" project, although Edi Rama pressured the socialist mayors that he will not run for re-election and will take them to court if they do not designate areas and surfaces for investment.

After plundering the coast and former state-owned enterprises, through "strategic investment" schemes and "1 euro" contracts, Prime Minister Edi Rama has moved on to the next phase of plundering the mountains and forest areas through the "Mountain Package" law.

This law is a copy of the "100 Tourist Villages" project, which in the period 2017-2023 was used to legalize the plunder of 2,200 hectares of public land for the construction of resorts in rural areas./ Pamphlet
