Former Environment Minister Lefter Koka will be returned to prison. The Appeals Court of Appeals has today issued a decision regarding the Tirana Incinerator and Lefter Koka will have to serve another 6 months in prison.

According to the decision, Lefter Koka, Bledar Karoli, Taulant Tushe, Namik Simixhiu, Fatjon Murataj are sentenced to 3 years in prison, which due to the summary trial is reduced to 2 years, on the charge of "abuse of office".

Valbona Ballgjini is sentenced to 2 years in prison, with a shortened trial converted to probation. Sidita Kopliku, 1 year and 6 months in prison, 1 year with a shortened trial, converted to public service.

The panel of judges, chaired by Ilirjana Olldashin and members Nertina Kosova and Daniela Shirka, thus partially changes the decision for Lefter Koka, to terminate the security measure "arrest in prison", returning him to prison. With today's decision, Lefter Koka still has 6 months left in prison.

The verdict also changes for Jetmir Llapaj, who the Appeals Court found guilty of abuse of office in collaboration. Llapaj is sentenced to 1 year in prison, 8 months in prison with a suspended sentence.

In April last year, the Special Court announced the decision on the Tirana Incinerator, giving a total of 15.6 years in prison for 7 defendants out of the 26 years requested by SPAK. Lefter Koka was sentenced to 3 years in prison out of the 4 requested by the Special Prosecution. The summary trial reduced his sentence to 2 years, time that was considered to have been served with his detention. However, the Appeals Court overturned the part of the decision on the termination of the security measure and Koka must return to prison.

Former Minister of Environment, Lefter Koka, was released on December 11, 2025. It was the GJKKO judge, Bib Ndreca, who removed Lefter Koka's last obstacle to freedom, which was related to the Fier incinerator. For this file, the former minister had been in prison since March 29, 2022 and for the GJKKO, the 3-year pre-trial detention period allowed by the Code had already passed and the further trial had to continue at liberty.

For the Fier incinerator, Lefter Koka was sentenced to 6 years and 8 months in prison on charges of corruption, money laundering and abuse of office, but there is still no final decision after the file was returned to the Court of Appeals by the Supreme Court.

But it seems that today's decision on the Tirana incinerator puts Koka back in jail.
