In Tirana, the SPAK Special Prosecutor's Office's investigations into the 10-year sterilization concession may involve a larger number of officials for abuse of office.
The Special Court for Corruption and Organized Crime directed the Special Prosecutor's Office to extend the investigations to the responsibilities of 6 other persons; for former Minister of Health Ilir Beqaj, former Minister of Finance Shkëlqim Cani, as well as for four procurement commissioners.
In the 348-page decision on the prison arrests for the former Deputy Minister of Health, Klodian Rrjepaj, and the businessman Ilir Rrapaj, the Court emphasizes that the SPAK evidence evidences legal violations by the two former ministers and the 4 commissioners.
The arrest of the former Deputy Minister of Health, Klodian Rrjepaj, and the businessman of hospital sterilizations, Ilir Rrapaj, on charges of fraud, forgery and abuse of office in cooperation.
But this seems to be only the beginning of the visible part of the corruption affair of the 100 million dollar concession signed in December 2015 by the former Minister of Health Ilir Beqaj.
Two of the protagonists of the process, Rrapaj and Rrjepaj, are already in prison, two others - the economic and legal directors are under house arrest, four commissioners of the concession are under mandatory appearance, while GJKKO has directed SPAK to expand the investigations to the former minister Ilir Beqaj and former finance minister Shkëlqim Cani.
The Special Court for Corruption and Organized Crime emphasizes in the decision that "regardless of the position of the prosecution, from the analysis of the evidence administered and seen in their unity, they show violations of legal and bylaw acts, which rise to the level of responsibilities criminal charges against former Minister of Health Beqaj and former Minister of Finance Cani, as well as four commissioners of public procurement".
GJKKO notes that from the multitude of investigative data it appears that the winner of this concession was predetermined by the leaders of the Ministry of Health before starting the formal procedures, even the winners prepared documents and adapted the legal criteria in order to ensure the victory.
The investigations have noted the violation of the equality of competitors in the competition, artificial inflation and the multiplication of costs and prices, falsification of documents and statistical figures, the transfer of the new sterilization center of QSUT to the use of the concessionaire, incorrect economic calculations and legal violations , which has fueled suspicions of passive corruption of high state officials.
In the decision of the GJKKO on the arrest measures for them and 6 health officials, it is stated that the former minister Beqaj and his deputy Rrjepaj had continuous acquaintance and meetings with the businessman Rrapaj since December 2013, i.e. two years before this won the concession of hospital sterilizations.
The Special Court for Corruption and Organized Crime noticed during the investigations that, in the emails between them, the former deputy minister Rrapaj receives instructions from the businessman Rrapaj about the actions he must carry out in the Umbria region, part of the feasibility study with the logos and addresses of the company Investital , in communications where it is shown that they both have acquaintances and close friendly relations with each other.
They have studied medicine in the same years, stopped them in the same year and restarted them in the same year.

Rrapaj bëri një regjsitrim formal të kompanisë së tij në Prishtinë si subjekt tatimor, ku deklaroi si punëtor të vetëm të kompanisë veten e tij me pagë 200 euro, ndërsa ajo nuk ka si veprimtari dizinfektimin e sallave kirurgjikale.
SPAK vëren se operatorët fitues kanë patur dijeni të plotë për procedurat e koncensionit dhe kanë parapërgatitur dokumentacionin para se kontrata të shpallej më 13 shkurt 2015.
Ilir Rrapaj mbante kontakte të vazhdueshme me ministrinë e Shëndetësisë, dhe sipas hetimeve ai e regjistroi kompaninë e tij Investital LLC në Prishtinë një muaj pasi fluturoi në Itali me dy drejtuesit e ministrisë së shëndetësisë, Beqaj e Rrjepaj, dhe një muaj para se të dilte urdhëri i ministrit për ngritjen e komisionit mbi dhënien e koncensionit.
