Other emails that sink Ilir Beqaj in the sterilization scandal are revealed.
During the investigations, the e-mail of the businessman Ilir Rrapaj was seized and among them are two emails that he sent to the deputy minister Klodian Rjepaj in February and March of 2014, through which he sent two studies of the University of Perugia, which were included then in the feasibility study.
The email shows the close friendly relationship between them, a relationship that started in the faculty auditoriums
"Dear Fra'! This is the text I warned you about, which Vanesa wrote to me about. Take a look and let us know. I hope your ear pain has subsided a little by now," Rrapaj wrote to Deputy Minister Rjepaj.
On the same day, on March 17, 2014, the deputy minister forwarded the email to his boss, the then minister Ilir Beqaj, in the official and private email.
In the decision of the judge Erion Bani, it is stated that 52 days before Ilir Beqja and the administrator of the concession company "Sani Service" Admir Daca, signed the concession contract, Beqja sent an e-mail to Klodjan Rrjepaj and Milva Ekonomit. The e-mail is dated October 11, 2015, just one month after Beqja announced the winner of his friend Ilir Rrapaj's firm.
"...please follow with priority the preparation of contracts for the respective PPPs..." - wrote Beqja to the two deputy ministers.
Another E-Mail, according to the file, that implicates Beqja in the predetermination of this concession is on October 26, 2015, when the contract had not yet been concluded.
The Italian Umbro Staçini in the capacity of the administrator of the company "Tecnosanimed" and "U.Jet, srl" writes to the deputy minister Klodian Rrjepaj. The latter forwards this e-mail and informs Minister Beqaj, who again through e-mail forwards the reply to Rrjepaj, affirming that: "...without the State Attorney's reply, it is soon to sit down for a contract with the Italians ...".
In the SPAK file, it is stated that through the communications between Rrrjepaj and Beqaj, it is clear that they were aware of the winner of the concession, precisely the people they had met in Italy and with whom they had had constant communications, going abroad together.
According to the SPAK file for the investigation into the affair with the "SaniService" company, it turns out that Rjepaj and Ilir Rrapaj have been friends since their university studies.
