The driver of the vehicle that hit 3 minors riding two skateboards on the "Deshmorët e Kombit" boulevard has been arrested. 41-year-old Ekerem Skureni is accused by the Tirana Traffic Police of the criminal offense of "Violation of traffic rules".
According to the expertise at the scene, the accident was caused when the minors, two 11-year-olds and another 9-year-old, riding two skateboards crossed the road with a red light, while the driver of the car with an orange light.
Three minors are in the Trauma Hospital for medical assistance, one of them remains in serious condition. For Road Safety experts, the massive use of skateboards or electric scooters has become an increased source of road accidents.
"Not only do they not enforce traffic rules, they openly violate them, they circulate against the direction of traffic, they circulate without respecting the bright traffic signs. Also, these are some types of vehicles that are not yet registered not only in our country, but also in many countries of the European Union, we do not have legislation on the specific way they should be used. Not only the age that needs to be determined, as we often have minors in accidents who do not have the basic knowledge of implementing traffic rules. Referring to the Highway Code, they should circulate on the extreme edge of the carriageway, the right-hand lane, but often they circulate on the left-hand side, zig-zagging on the road, " said Islam Qibini, Road Safety expert.
The administrative fine for this category of violators is up to 1,000 new lek. For Road Safety expert Islam Qibin, it should be made more severe.
"A police officer finds it difficult to apply an administrative measure. There must be a draft legislation, a Council of Ministers on how they should be used. If a skateboard driver drives against the direction of traffic, does not respect the bright traffic lights, or two drivers drive on a skateboard, and do not wear a protective helmet, he must definitely take measures. And this administrative measure should not be in the current proportions, but measures are needed that should have an impact on public opinion and influence skateboard drivers in order for them to be disciplined and respect the rules of the road like all drivers of vehicles ," says Islami.
Qibini says that law enforcement bodies such as the General Directorate of Road Transport, the Ministry of Interior, the Municipality and the Traffic Police should draft a draft on how to use these vehicles./ A2CNN
