Arbër Teqja, arrested in 2015 as part of a scheme of fraud and theft of public money with fictitious prescriptions in cooperation with the FSDKSH, is the son of Mrs. Arjana Strakosha.
39-year-old Teqja is the owner of 70% of the shares of the hospital waste collection, processing, transport and disposal company ECO RECYCLING (L61814009B).
Teqja initially bought 51% of the shares of ECO RECYCLING company in December 2020.
The company ECO RECYCLING, filed by the High State Control for fraud with the disposal of hospital waste, has received 51 tenders in the health sector, 5 of which directly from QSUT, with deputy director Arjana Strakosha, mother of Arbër Teqjat, main owner of the company receiving public money.
The last tender, the company of Arbër Teqajt received from QSUT on March 13, 2024, for "treatment and disposal of cytostatic and cytotoxic waste at QSUNT for 12 months", (REF-86181-11-02-2023).
Arbër Teqja is related to the company MSE (formerly "ASHLAR Group"), which has as its object import-export and wholesale and retail trade of health and medical instruments and equipment, sanitary, etc.
The company was founded by Denisa Bishyti in July 2018.
Two years later, in October 2020, Denisa Bishyti sells the company to citizens Ilda Tërshana, Arbër Liçaj and Can Kutay Orten.
On November 22, 2022, Arbër Teqja appears, who buys 80% of the shares of the company MSE shpk, worth 4.6 million ALL.

On December 20, 2022, QSUT, with deputy director Arjana Strakosha, concluded a contract for medical equipment manufactured by Olympus or equivalent, with the company MSE shpk, owned at the time by Arbër Teqja, the son of Mrs. Strakosha.
On January 29, 2024, the MSE company, already indirectly controlled by Arbër Teqja, received a tender worth 700 thousand euros, for medical equipment manufactured by Siemens /or equivalent from QSUT, with deputy director Arjana Strakosha, Arbër Teqja's mother.
