SPAK has seized the assets of two partners of Evis Berber, businessmen Valter Begaj and Ervis Lami.
The former director of ARRSH Evis Berberi was arrested by order of SPAK after being accused of passive corruption and money laundering.
According to SPAK's announcement, 5 plots of land, 6 vehicles and 1 motorcycle were seized. These assets belong to the company "DAAM" shpk, with partner Valter Begaj and administrator Evis Lami, both persons under investigation.
The barber and the two businesswomen are accused of "Violation of the equality of participants in tenders", "Active corruption of persons exercising public functions", carried out in cooperation, "Passive corruption of persons exercising public functions", "Cleaning of the proceeds of a criminal offense or of criminal activity".
We recall that Berberi, the close man of Deputy Prime Minister Belinda Balluku, and his two partners, businessmen Valter Begaj and Ervis Lame, were arrested on the evening of March 13, 2024.
According to SPAK, Evis Berberi, during the time he was in charge of the Agency for Energy Efficiency and in charge of the Albanian Road Authority, awarded 6 tenders to the company of his partner, Valter Begaj "NET - GROUP", sh.pk. The latter through transactions, the money was transferred to the company "DAAM" that Berberi owned and controlled indirectly. SPAK says that the benefit was an amount of almost 2.2 million euros, which was invested by the company "DAAM" shpk. in real estate.
GJKKO signed the arrest warrants on March 13, the day when the arrests were made and the homes of the three detainees were raided.
The investigations showed that Evis Berberi, during the time he was in charge of the Agency for Energy Efficiency (AEE), awarded 3 tenders with a total value of 1.3 million to "NET - GROUP", sh.pk owned by his partner Valter Begaj euro (137 million ALL without VAT).

The Special Prosecutor's Office against Corruption and Organized Crime has conducted investigations mainly within the framework of criminal proceedings No. 214, of 2023, for the criminal offenses "Violation of the equality of participants in tenders", "Active corruption of persons exercising public functions", committed in cooperation, "Passive corruption of persons exercising public functions", "Cleaning of products of criminal offense or criminal activity", carried out in collaboration, provided by articles 258, 244-25, 259, 287/2 of the Criminal Code.
Following the previous announcements, regarding the resulting criminal fact and the suspected persons (announcement dated 14.03.2024), the Special Court of First Instance for Corruption and Organized Crime, with decision no. 164, dated 18.03.2024, has decided:
1. Accepting the request of the Special Prosecution against Corruption and Organized Crime;
2. The imposition of the property insurance measure "preventive sequestration" on the following assets:
· Quotas of the company "DAAM" sh.pk, with partner under investigation VB and administrator under investigation E. L;
· Real estate No. 80/2, of the "field" type, with an area of 25,100 m2, with the address Mangull, Tirana, only on the taxable part of the company "DAAM" sh.pk
· Real estate of the "field" type with an area of 1,000 m2, with the address Mangull, Tirana, only on the taxable part of the company "DAAM" sh.pk;
· Real estate of the "ar" type, with an area of 1,080 m2, with the address Mangull, Tirana, only on the taxable part of the company "DAAM" sh.pk;
· Real estate of the "arre" type, with an area of 2,055 m2, with the address Mangull, Tirana, only on the taxable part of the company "DAAM" sh.pk;
· Real estate with an area of 5,000 m2, with address Mangull, Tirana, only on the taxable part of the company "DAAM" sh.pk;
· "SKODA" brand vehicle, "FABIA" model, year of production 2019;
· "JEEP" brand vehicle, "COMPASS" model, year of production 2011;
· "BMW" brand vehicle, model "X3", year of production 2004;
