
The well-known lawyer and analyst, Kreshnik Spahiu commented on the political situation in the country, while focusing on the arrest of former president Ilir Meta and the investigations of the Special Prosecutor's Office (SPAK) regarding Sali Berisha's property, but also on the closure of investigations of the "Partizani" affair, where the former prime minister and his son-in-law, Jamarbër Malltezi, were implicated. During an interview for "SOT" newspaper, Mr. Spahiu states with certainty that the career of former president Ilir Meta has closed its cycle. The investigative and judicial process against Mr. Meta, which will be extended until 2027, emphasizes the lawyer Spahiu, marks a turning point that warns him of a difficult road ahead.
- Mr. Spahiu, former president Ilir Meta has been arrested by order of the Special Prosecutor's Office (SPAK). What impact can Meta's arrest have on political stability in Albania and international relations?
Meta's arrest is the key to opening the main door inside the EU. Just as the arrest of former Prime Minister Sanader brought Croatia into the EU, just as the arrests of prime ministers brought Slovakia, Romania, and Bulgaria, they will also bring Albania. Meta's arrest was received as magical news by the people, as hope to close the 34-year chapter. Political pluralism was hostage to the establishment. The arrest of Meta and Berisha removes the two main bricks to sink the wall that hindered the new political elites in Albania.
-How do you interpret his threats to SPAK prosecutors and do you believe that these can affect the investigative process?
Ilir Meta has won every battle with justice by seducing or threatening. Meta received the last political act in life without integrity. Neither Fatos Nano, nor Nexhmije Hoxha, nor Ramiz Alia have received the arrest without dignity. Even the mafia does not threaten the prosecutors in the courtroom as Meta did with the head of SPAK, Altin Dumani. In fact, Meta was not discriminated against, but was favored by the prosecutor's office, because if any ordinary citizen blackmailed the prosecutors, the charges would be aggravated.
-Taking into account the accusations of money laundering, corruption and false declaration, how many years in prison does Ilir Meta risk according to Albanian laws and how can this affect his political career in the future?
The political career of Ilir Meta has been closed for some legal reasons of the decriminalization law. Legally, Meta, even with 1 day in prison, he was sentenced, the law does not allow him to turn into a politician. The investigative and judicial process by Meta citizens will not end before 2027. Ilir Meta has entered the dark tunnel of no return.
- The Special Court of First Instance for Corruption and Organized Crime has scheduled the preliminary hearing for former Prime Minister Sali Berisha and the other four defendants. The hearing will be held on November 25. Meanwhile, the Special Anticorruption Prosecutor's Office (SPAK) has completed the investigations for the 5 defendants in the "Partizani" file. Sali Berisha is accused of committing the criminal offense of "Passive corruption of high state officials or local elected officials", carried out in cooperation, provided by article 260 and 25 of the Criminal Code. What is expected to happen and are the positions of former Prime Minister Sali Berisha at risk?
On November 25, the Court will pass the "Partizani" case for trial. Berisha's procedural position will neither increase nor ease. Meanwhile, what could be the surprise that will shock the opinion could be the next file of January 21. Personally, I think that murders are more dangerous and more necessary to investigate than thefts and corruption. There are politicians who take bribes all over the world and Europe, but politicians who kill are very rare.
-Meanwhile, as we look at the file that SPAK has sent to GJKKO, it is noticeable that the money laundering investigation for Sali Berisha is separate from the "Partizani" file, so it is a separate faction. How do you evaluate the work of SPAK in the property investigation of Sali Berisha and what are the factors that make this investigation special compared to the past?
I think that SPAK is preparing new charges against former Prime Minister Sali Berisha, that's why they are kept separate as cases.
- How do you see Berisha's attacks on SPAK? Are threats out of fear of investigations?
Attacks on SPAK are the last "bullet". Berisha no longer has international allies, no friends in the West, no support in the diaspora, no partner in Kosovo, no votes in Albania, no protesters filling the squares, no evidence and arguments, there are no causes. The only thing he has left is to rant.
- How do you see the chaos created by the opposition in Parliament and the threats of civil disobedience?
The DP's fight in Parliament is not against Edi Rama, but to annihilate the other opposition parties and hold the trench hostage. PD is the main obstacle for Rama's resistance. The people hate Sali Berisha more than Edi Rama. The opposition people do not join Berisha. DP is a worn-out party that needs to close its doors. DP has closed the mission.
