Journalist Artan Hoxha welcomed today's decision published by the Joint Panels of the Supreme Court to change the criteria for imposing the measure "prison arrest".
Hoxha stated on the show "The Unexposed" on MCN TV that this is an important decision, because the prisons are full and there are hundreds of forgotten citizens in prisons.
" This is a very important decision. The panels united since April 9 reached a decision today that changes the 2011 decision, which left the burden of proof to the arrested person, that is, for him to prove why he should not be kept in prison. Now it is up to the prosecution to decide. It has become a practice for the courts to reject alternative measures.
This measure, which was also supported by politics, by the state, to arrest those who did not pay their electricity bills or built without a permit, resulted in 2 out of 3 prisoners being detained and the cost is paid by the state budget, as there are 3,800 detainees.
We have created an unprecedented scene and the prisons are full. The problem is not why 10-12 politicians have been put inside, but that there are forgotten citizens inside. The prison capacities have been exhausted.
"The government may have taken advantage of it. Kosovo has most of them with property guarantees, 10-15 thousand euros ," said Hoxha.
