The father applies, the inspector daughter signs the project; how IPARD funds

During 2024, 403 farmers responded to the call for the National Investment Scheme, among them the chairman of the Kuçova FRPD, Ardit Bënja, applied.

Like every applicant, this farmer also completed the project file at a project studio, which is run by engineer Ylli Ago. Arditi requests that through this scheme from AZHBR to subsidize the construction of a cow barn worth 28,830,911 new, but according to the rules he is entitled to receive 50% of the investment as a grant.

The project carried out by Ylli Ago was reviewed by his daughter Ana Ago, who at AZHBR holds the position of inspector at the Directorate of Project Selection and Acceptance, and in this case the daughter could not refuse her father, where the outcome is the finalization of the contract between the applicant and AZHBR, which translated into figures, Arditi received 14,415,455 new lek as a grant.

But this file does not only bear the signatures of the Ago family, but also the signature of the general director of AZHBR, Ardita Kuçi. Where together with Ana, they declare the winner of the project of their father, Ylli Ago. Although his name is on almost every page of the project, this detail was not noticed by the director, Ardita Kuçi. And despite this, Ardita's stable was advertised as a success story by Ardita Kuçi.

So far, the beneficiary Bënja SHPK has received only 30% of the amount, as a down payment, the rest of the fund will be paid when the entire investment is completed. The fund of this scheme in 2024 amounted to 1.5 billion lek, where in particular the money was distributed in five measures: construction of solar greenhouses, installation of anti-hail nets, construction of stables, agricultural machinery, baskets, fishing nets for aquaculture.

This scheme was intended to replace the IPARD program, which has been suspended for almost three years because it is suspected that EU funds went down the path of corruption, a file that continues to be investigated not only by OLAF, but also SPAK. /Top Channel
