Journalist Artan Hoxha has spoken about the recent cases of arrests of people who organize illegal betting, which proves that this activity continues to be controlled by crime even though the Parliament has passed the law that legalizes these activities.
Invited to the show "Te Paespozuarit", Hoxha said that the approved law has not started to be implemented and that criminal gangs are at war with each other for the control of betting.
" We closed the games of chance at the end of 2018 with the motive to take hundreds of millions of euros out of the hands of organized crime. Now we legalized them, with the idea that this money is entirely owned by organized crime, so we give it to the companies serious, with foreign partners.
Today, Albania has a paradox, we have legally allowed gambling, but the State Police and the Prosecutor's Office continue to investigate and arrest for the illegal organization of gambling. The by-laws have been prepared, the criteria have been changed, so this law should enter into force and implementation.
This law, not being implemented, continues to create this situation, where the State Police says they are fighting the informal activity of gambling. The Lushnje case had to do with characters who are also mentioned in other events in Lushnje. There have been clashes between local groups to control gambling.
Today there is a company or businessman, which is regular, that is, not registered, and someone else, an organization, which offers guarantees and immunity, also offers debt collection. In the groups that collided, they hit each other. Apostol Duka has been placed with explosives to control the territory. Today we are facing this fact. We will leave it to the local gangs who fight to control gambling and endanger the citizens, or they will be formalized.
In the cases I have seen recently, the lawyers say that in Albania these are allowed. Even here, the little ones who have mobile phones are caught, those above are not caught. They are criminal groups in battle with each other ," said Hoxha.
