Residents protest in front of SPAK tomorrow for properties in Rrjoll, lawyer:

Residents of the village of Baks-Rrjoll in Velipojë have warned that they will protest tomorrow in front of the Special Prosecutor's Office (SPAK) against the construction of a tourist resort by businessman Bashkim Ulaj, which they claim is being built on their property.

In a statement to "Report TV", the resident of the area stated that citizens from other areas of the country that have similar property conflicts are expected to join the protest.

"Tomorrow we have a protest near SPAK, where we will show them for the third time that we are holding this protest. Not only the village of Baks-Rrjoll, but the entire Republic of Albania, where there are people who have problems with their properties, are called to appear before SPAK to show once again the problems they have with justice," he said.

According to him, citizens from several areas of the country are expected to join the protest.

"We have had communication with the Assembly of the Duchy of Vlora, with Vlora residents from Orikumi, but also with people from Mallakastra, Durrës and Dukagjini, who will be at SPAK tomorrow to express their desire to protect their properties ," said Molla.

Meanwhile, lawyer Klodian Reçi described the silence of the institutions on this issue as unacceptable and called on SPAK to launch investigations.

He stated that the residents of the area claim ownership of the lands that, according to him, were taken from them by the communist state in 1947 and that for years they have been following procedures to return them.

"The truth is that they have a property that was taken from them by the communist state in 1947. Through complete documentation, throughout this entire period and after the '90s, they have carried out a series of procedures to obtain the right to ownership. Due to many petty interests, it has not been possible ," said Reçi.

According to him, a decision by the Court of Appeal in February 2026 recognized the right of ownership to one of the families in the area, while the full disclosure of the decision is expected during March.

Reçi also accused institutions of failing to respond to filed reports.

"It is unacceptable that SPAK continues in this lethargic sleep with these criminal reports. A series of information has been administered that points to a criminal structure for document forgery. The same scheme as in Lezha," he said.

The lawyer added that interests in the area are related to the construction of a tourist resort and investments in infrastructure.

"Why is there all this interest in Rrjollin? There are a number of facts that lead to the construction of this resort. Hundreds of millions of euros have been spent on infrastructure and instead of completing the road from Lezha to Shkodra, a road has been built that will only serve one resort," he said.

The allegations of the involvement of criminal groups in the property theft were also supported by lawyer Ndue Pjetra, who stated that luxury resorts are being built along the coastline from Shëngjin to Velipojë.

"I believe that the key to success is SPAK. No prosecutor in the districts can investigate government corruption. From Shëngjin to Velipoja, there are several resorts that are flourishing every day. SPAK must intervene immediately in all resorts," said Pjetra.

He added that, according to him, the documents used for the construction are forged and that only a full investigation can clarify the situation.

"Property trials are fake, nothing works. Only SPAK can conduct a full investigation into the theft of citizens' properties," the lawyer said.

Residents of the area have warned that protests will continue until, according to them, the ownership issue is clarified and the construction of the resort in the area is halted.
