The City Council of Fier voted behind closed doors to create a public company that will take over the management of the waste field and the non-functional incinerator, while dismissing the vice-president from the opposition with the claim that he was "filming the meeting".
In an unprecedented practice, where the media and the public were closed, the Fier City Council approved the decision to establish a public company, which is expected to manage the county's waste and the still unfinished Fier incinerator.
The meeting was accompanied by tension and was followed by the dismissal of the vice president of the Council, Endri Jaupaj - a representative of the opposition. The motivation for this dismissal was his filming of the City Council meeting, which should be open to the public.
According to the decision approved with the necessary quorum limit of 31 votes, the Municipality of Fier will be the main shareholder of the company with 51 percent of the shares. In the draft decision that BIRN has, it is stated that it is necessary to register the company in order that when the trial for the incinerator ends, the transition to the municipalities will take place. But opposition representatives accused that this was a continuation of the scandal and that the decision was being taken in the dark, without informing the Council about the situation in which the waste field and the so-called Fier incinerator were located.
"We have been looking for information on the condition of the incinerator for several months. We have even proposed with an official letter the establishment of a working group to assess the state of the plant, as this will be the waste collection site for six municipalities. We have been told that such an assessment cannot be made, as it is an object under sequestration," Endri Jaupaj, vice president of the Municipal Council and representative of the opposition, told BIRN.
The request of Jaupaj and other opposition councilors was met with indifference by the majority. The latter even voted a dismissal decision for Jaupaj, whom it ironically accused of filming the meeting.
Jaupaj says that this is an environmental crime and paves the way for other affairs with taxpayers' money, while trying to hide the problems created by the construction of the so-called incinerator.
"I have spoken with municipal officials, who have explained to me that what we call a landfill, in fact, are four pits that were built with limited capacity and would serve to deposit waste only in emergency cases, when the incinerator not to work and this for a period of time not exceeding six months", said Jaupaj. He said that he would complain about his dismissal in court and called it a "vindictive" decision.
The Mayor of the Municipal Council accepted Jaupaj's dismissal because, according to her, "he was filming".

Në një deklaratë për mediat menjëherë pas mbledhjes se Këshillit, kryetarja e grupimit të PD që drejtohet nga Lulzim Basha, Eriselda Çelaj ngriti një sërë pyetjesh që sipas saj nuk kanë marrë përgjigje, përfshi kostot e menaxhimit të mbetjeve, lejet mjedisore dhe kostot e incneratorit.
Por nënkryetarja e bashkisë e cilësoi procesin formalitet.
“Është vetëm regjistrimi i shoqërisë, akti i themelimit dhe regjistrimi. Ne nuk e marrim në dorëzim impiantin pa pasur një raport, por raportin nuk e hartojmë ne,” tha për BIRN Adela Hysenaj, nënkryetare e bashkisë së Fierit.

Sipas këtij vendimi, Bashkia Fier zotëron 50.78% të vlerës së aksioneve, në kapitalin themeltar të kësaj shoqërie, do të paguajë me 5.1 milionë lekë. Bashkia Lushnjë, zotëron 25% të vlerës së aksioneve, në kapitalin themeltar të kësaj kompanie, me vlerë 2.5 milionë lekë. Bashkia Patos, zotëron 7.03% të vlerës së aksioneve, me vlerë 700 000 lekë. Bashkia Roskovec, zotëron 5.47% të vlerës së aksioneve, me vlerë 500 000 lekë. Bashkia Divjakë, zotëron 7.03% të vlerës së aksioneve, me vlerë 700 000 lekë. Bashkia Mallakastër, zotëron 4.69% të vlerës së aksioneve, me vlerë 500 000 lekë.
Në vendim thuhet se për ta zbatuar atë do duhet të pritet gjykata. “Aktualisht Impianti i Përpunimit të mbetjeve Urbane te Qarkut Fier, është i sekuestruar dhe administrohet nga ana e Agjensisë së Administrimit të Pasurive të Sekuestruara dhe KonfiskuaraTiranë (AAPSK), mbi bazën e Vendimit nr 134 dt.28.03.2022 të Gjykatës së Posaçme të Shkallës se Parë Kundër Korrupsionit dhe Krimit të Organizuar për administrimin e shoqërisë së sekuestruar “Integrated Technology Waste Treatment Fier”sh.p.k”, thuhet në vendim.
