Thumane-Kashar asphalt falls, KLSH and SPAK take over the file; road 435 million

After ARMO and CEZ, the Thumanë-Kashar road is consolidating as the third largest corrupt affair in the history of pluralization in Albania, with the beneficiary of the oligarch Bashkim Ulaj, ATM of the Berisha Family.

Although one of the most expensive in history, 22 million euros per kilometer, 435 million euros for 21 km, the so-called Thumane-Kashar highway is out of standards and is even rapidly turning into a serious risk for accidents, due to the fall of the layer of asphalt and the creation of dislevels in the carriageway.

A more professional evaluation would be done by experts and a serious investigation, but it seems that the fall of the asphalt layer is a consequence of the poor material for raising the road level.

The composition and compaction of the layers seems not to have been done according to the technical specifications. It remains to be seen whether the abuse of road-level risers is driven by pressure to complete the segment quickly, incompetence, for profit, or a combination of the three.

Another very serious problem found on the 21 km Thumanë-Kashar highway built by Bashkim Ulaj, is the lack of connection according to the standard between the bridges and the following part of the road.

Between the bridges and the road there is a disconnection, which becomes more and more visible as it comes. Preliminarily, it is believed that the scandal consists in the inability of the engineers to connect the bridges to the road section according to the standards, due to the compaction not according to the standards on both sides of the bridges.

There are strong doubts that the real cost of the road is as much as 20% of the declared value of 435 million euros.

At the request of several deputies of the Democratic Party, the High State Control will start an audit of the so-called Thumanë-Kashar highway, for which the Albanians will pay 1.2 billion euros to the oligarch Bashkim Ulaj, money which of course he will not to keep and cannot keep them all to himself.

In addition to the audit by KLSH, a criminal report is being prepared to be referred to SPAK for corruption on the Thumanë-Kashar road, although SPAK may have started the investigations mainly./ Background
