The rainfall of recent weeks, which according to experts has been within normal for the winter season, has highlighted serious problems in the road infrastructure in Albania. In some areas of the country, roads built in recent years have been severely damaged, causing blockages on important axes.
Democratic Party Presidency Member Dorian Teliti rejected claims that the damage was caused by bad weather.
"We have state structures that measure the amount of rainfall and nothing unusual has been reported in recent weeks. It has been normal winter rain ," said Teliti.
According to him, the fact that damage is occurring mainly on roads built in recent years indicates that the problem is related to the quality of the works and not to weather conditions.
"How is it possible that the rain has only damaged roads built in recent years? Why are roads built in other periods not damaged? This shows that the problem is not the weather, but the quality of the works," he told "Syri TV".
Teliti accused the government of breaking up infrastructure projects into smaller lots to be distributed through tenders to companies close to the government.
"The projects have been broken up into different distances to give tenders to as many friends and associates as possible, so that each backyard builder gets a 'bite'. And the result is the scandalous quality of the works, where a normal rain is enough for the roads to crumble ," said Teliti.
According to him, the problem is related to a tacit agreement between the three main actors involved in infrastructure projects.
"Abuses occur when the trio agrees: the state that finances the project, the builder that implements it, and the supervisor who must protect the public interest. When this trio agrees, then abusive works are carried out just to steal the project's money," he said.
Teliti emphasized that this situation has also brought economic consequences for the areas affected by the road blockage.
"The southeast was blocked for 10-11 days. Today there is no longer any talk of tourism in Korça or Pogradec, while the economy of these areas relies precisely on tourism. Who will compensate these damages to businesses and citizens?", he declared.
