
The OSCE Presence in Albania has reacted to the recent amendments to the Criminal Code on defamation. The OSCE has described the changes as an important first step towards strengthening freedom of expression.
" The OSCE Presence in Albania welcomes the recent amendments to the Criminal Code regarding defamation, as an important first step towards strengthening freedom of expression. Strengthening protection for journalists reflects an early OSCE recommendation.
" We continue to encourage the full decriminalization of defamation and the use of proportionate civil measures ," the OSCE response states.
We recall that with 85 votes in favor and 9 against, the Assembly gave the green light to several changes to the current Criminal Code, while the new Criminal Code is still in the consultation process.
Among the changes that sparked debate in the Assembly is the decriminalization of defamation, as this change proposed by the government will only affect journalists. The latter will no longer be held liable for defamation, while the DP's request that the decriminalization affect all Albanian citizens was defeated by majority votes.
