There is no end to the wonders in Albania. While SPAK is making a name for itself with wiretapping and seizing phones, it seems that other bodies want to do the same. And we are not talking about intelligence or security bodies, but about the Competition Authority.
This body, since its establishment, has only made "pancakes with water". Although it is the one that should put the market on track, it actually does nothing. Those who run it simply receive their salary and that's it. There are endless cases of violation of financial competition, but Denar Biba does not act.
Mobile companies are making a name for themselves and no movement. Milk companies are doing the same, fuel is doing the same, private hospitals are doing the same. Everywhere you look there is a monopoly, but the justification given today by the head of the Competition Authority was that there is no legal space.
Biba reported to the Finance Committee on his work for a year; the highlight of all was that he requested legal changes, where the Competition Authority would also play the role of SPAK, meaning it would have access to mobile phones.
" Our counterparts take your cell phones. This (cell phone) is the biggest traitor for any kind of thing. If you really want to do scrupulous investigative work, this is it. Even those gentlemen of SPAK or the prosecution in Albania have had most of their successes from Sky, from EncroChat. We do not have this opportunity. The Poles have it, the Turks have it, the Italians, the Germans, all the EU countries have it ," said Denar Biba.
He admitted that investigations into the milk, fruit and vegetable procurement markets and private hospitals have failed due to a lack of evidence. According to him, the best way is to seize the phones of company officials.
" When you talk to them off the record, they all vent their feelings and tell you everything. When it comes to offering a WhatsApp message that they had with the relevant collector, they say don't bother us. We tell you we won't take you out, we have an obligation to the law. If we take you out, we'll take you for their abuse, they won't accept it under any circumstances. The phenomenon is not just Albanian ," said Biba.
The meeting, which lasted nearly 4 hours, saw a lot of debate, with criticism from MPs. The most critical was Erion Braçe, who focused on agriculture.
