The soap opera with the Vlora airport continues. Behgjet Pcolli continues to throw a tantrum every day to keep public opinion active and he did the same today.
He reacted regarding the clash over the shares of Vlora airport with his partner, Valon Ademi, who is the administrator of the company "2A Group".
Pacolli blames the notary from Tirana, Valbona Selimi, who, according to him, with a secret notarial deed, without his knowledge, and with false declarations, transferred 47% of the shares in the name of the company "2A Group" to Valon Ademi.
" In a notarial deed from 2023 (which the notary illegally uses as part of the property transfer documentation) which she describes as a power of attorney, notary Selimi has included false statements, claiming in writing that I, Behgjet Pacolli, was physically present in her office, that she had identified me, that she had read the deed to me in the presence of an English translator, and that, after my approval, I had signed the relevant document ," Pacolli writes in his reaction on social media.
The core of the conflict between Pacolli and Ademi is the division of shares in the Vlora airport concession company. Officially, the Vlora airport concession quotas are owned 98 percent by Behgjet Pacolli's Mabco and 2 percent by Valon Ademi's 2A Group. But Ademi claims that he has invested heavily in the construction of the airport and therefore these investments should be translated into more shares in the company.
To be more clear, Vlora International Airport involves an investment of 104 million euros and has an area of 309 hectares. The construction of Vlora airport began in November 2021 by a consortium of companies, where 50% of the shares were owned by "Mabetex" of entrepreneur Behgjet Pacolli, in partnership with the Turkish company, "Yda Group", which had 48% of the shares, while 2% belong to the Kosovo company "2A Group Shpk". But in March of that year, the Turkish company withdrew from the consortium and the company "Mabco Constructions" took possession of 98% of the shares of the Vlora International Airport concession, after buying the shares owned by the Turkish company for 4450 euros. This is where the conflict began.
Pacolli's statement
All the rumors and this situation in relation to VIA have come as a result of the responsible and suspected illegal actions of notary Vjollca Selimi, undertaken in secret and in the complete absence of the legal party.
In respect of the public's right to information, I declare the following:
According to media reports published today, the notary in Tirana, Ms. Valbona Selimi, claimed that the parties were present during the signing of the deed of transfer of shares from MABCO Construction SA to the company "2A".
On this occasion, I publicly clarify that neither I nor any person authorized by MABCO Construction SA, headquartered in Lugano, owner of 98% of the shares deriving from the investment in Vlora International Airport, have ever been to her office, have not met notary Selimi, have not had any communication with her or her representatives and have not signed any document or power of attorney in her presence. In fact, to this day, we have no knowledge of where she exercises her notarial activity.
However, in a notarial deed from 2023, (which the notary illegally used as part of the property transfer documentation) which she describes as a power of attorney, notary Selimi included false statements, claiming in writing that I, Behgjet Pacolli, had been physically present in her office, that she had identified me, that she had read the deed to me in the presence of an English translator, and that, after my approval, I had signed the relevant document.
These claims are completely false.
I don't know the notary Selimi,
I have never signed any document in her presence.
I have never been to her offices or premises, I am not aware of the existence of such a translator, and no text has ever been read to me or presented for signature by her or any person representing her in relation to the aforementioned acts.
Furthermore, I emphasize that this notarial deed constitutes a fundamental element of the suspected illegal activity undertaken by Mr. Valon Lluka @ co., with which, at the beginning of April, he attempted to transfer 47% of the shares, keeping it hidden until the moment when it was accidentally discovered four months later, on August 18, 25, in the documentation of the former administrator of the VIA company.
This act, carried out in secret, constitutes the source and initial cause of this situation we are facing today.
