Italian MP, Angelo Bonelli

The Italian deputy, Angelo Bonelli, insists: I am a deputy, I intend to exercise my prerogatives of inspection in the territories where there is Italian jurisdiction.

The deputy of the Green Party in Italy, Angelo Bonelli, was stopped yesterday from entering the construction sites for the immigrant accommodation center in Shengjin.

The Italian media "La Repubblica" writes that the military engineers who were working on the construction of the reception center for immigrants, addressed them saying that the territory is managed by the Albanian side.

While the director of the port of Shengjin has told him that it is managed by the Italian side, as it is written in the official notebook of the protocol published in the official notebook.

But the Italian ambassador in Tirana, Fabrizio Bucci, has stated that until the complete construction, the territory where the center is being built, is managed by the Italian side, as he asked him to obtain authorization from the Ministry of Defense.

According to "La Repubblica", deputy Bonelli also encountered difficulties in obtaining authorization to visit the center of Shengjin at the Ministry of Defense, while Ambassador Bucci expressed his willingness to accompany him to Shengjin, where the inspection was carried out after the clashes.

Air Force Engineer site managers try to block passage: Sorry, you cannot enter here without authorization.

Behind them, high blockades protect the hot spot from prying eyes, which will become the first landing place for migrants rescued in international waters by Italian military ships, brought to Albania to undergo expedited border procedures and repatriation.

The Italian deputy, Angelo Bonelli, insists: I am a deputy, I intend to exercise my prerogatives of inspection in the territories where there is Italian jurisdiction.

"But here we need the approval of the Albanian Ministry of Defense, there is no Italian jurisdiction yet", the soldiers answer, while the director of the port, Sandër Marashi, shakes his head.

Yes, it is clearly written in the Italy-Albania protocol, ratified by a law published in the Official Gazette in April and therefore in force, that in the two areas approved by Edi Rama and Giorgia Meloni for the reception of migrants, the jurisdiction is Italian.

But since the project that was supposed to start on May 20 is still in its infancy, it is better to try to invent everything to keep parliamentarians and journalists away.

In the end, after two hours and two phone calls later, the Italian ambassador in Tirana, Fabrizio Bucci, will have to climb the stairs to argue that "Italian jurisdiction will only start after the works have been submitted" and then accompany Angelo Bonelli in the visit of the two centers.

Cameras everywhere, enclosed by three-meter-high metal fences, single-story modules to house the infirmary, the identification office, the waiting room, the Shengjin hotspot awaits only the interior furnishings.

There are no beds, here the immigrants (adult men only) will stay for only a few hours before being transported by bus to the detention center in Gjadër: 70 thousand square meters in a military zone, divided into blocks in prefabricated structures.

The Italian Ministry of Defense, with a contract for which there is no public evidence, entrusted the latter for an amount of 6 million euros to "Rigroup", the company based on entrepreneur Salvatore Tafuro, which has already ended up at the center of a judicial investigation.

This is the same as Medihospes, the hospitality giant entrusted with the management of services to immigrants.

As revealed by the show "Report", which will return to centers in Albania in the episode of June 2, "Rigroup" ended up in court for bid rigging in a 2018 investigation into the construction of Foggia CIE, where senior officers of the air force were accused of corruption.

The case ended with a plea deal and Tafuro was acquitted thanks to the statute of limitations.
