The Socialist Party's proposal to establish a Special Parliamentary Commission for Administrative-Territorial Reform has been revealed.
Based on the approved decision, the commission will have as its objective the review of the legal and institutional framework of local government, the analysis of the existing territorial structure, local finances, access to public services and the alignment of these processes with EU standards and regional cohesion policies.
The Commission will consist of 17 members, representatives of all parliamentary forces: 9 MPs from the Socialist Party, 6 from the Democratic Party, 1 from the Alliance for Change, 1 from the Freedom Party.
The chairman of the committee will be from the parliamentary majority, while the deputy chairman will represent the opposition.
Objectives of the commission:
The Commission will:
-Analyze the functionality of the current territorial division,
-Propose options for a new redesign of the administrative map,
-Suggest measures for the financial soundness of local units,
-Ensure comprehensive consultation with the community, civil society, public institutions, academia and international partners,
-Draft an analytical document with recommendations and legal proposals for the reform.
The Commission will work for a 9-month period, with the possibility of extension if necessary, and will be supported by a group of local and international experts, selected from various institutions.
International organizations such as the EU, OSCE, and the Council of Europe are also expected to be involved in the process, to provide technical expertise and assistance in this important reform for the democratic and efficient functioning of local government.

ON THE ESTABLISHMENT OF THE SPECIAL COMMISSION FOR ADMINISTRATIVE-TERRITORIAL REFORM IN THE REPUBLIC OF ALBANIA
In accordance with Articles 77, paragraph 1, and 78, paragraph 1, of the Constitution and Articles 24 and 55, paragraph 1, of the Rules of Procedure of the Assembly, upon the proposal of a group of deputies,

OF THE REPUBLIC OF ALBANIA
DECIDED:
Ngritjen e Komisionit të Posaçëm Parlamentar për Reformën Administrativo- Territoriale në Republikën e Shqipërisë.
Komisioni i Posaçëm ka për objekt të veprimtarisë së tij:
a) të shqyrtojë kuadrin ligjor dhe institucional të qeverisjes vendore;
b) të analizojë dhe propozojë opsione për ridizenjimin territorial dhe forcimin e kapaciteteve administrative të njësive të qeverisjes vendore;
c) të analizojë sistemin aktual të financave vendore dhe të rekomandojë masa për shëndoshjen financiare dhe rritjen e qëndrueshmërisë së njësive të vetëqeverisjes vendore, duke përfshirë forcimin e decentralizimit fiskal, rritjen e të ardhurave vendore, optimizimin e shpenzimeve dhe përmirësimin e menaxhimit financiar;
ç) të shqyrtojë cilësinë dhe aksesin e shërbimeve publike vendore;
d) të sigurojë përputhshmërinë e propozimeve me acquis të Bashkimit Europian dhe politikat e kohezionit rajonal;
dh) të zhvillojë proces konsultimi tërësor, gjithëpërfshirës dhe transparent me njësitë e qeverisjes vendore, shoqatat e tyre, shoqërinë civile dhe partnerët ndërkombëtarë;
e) të paraqesë përpara Kuvendit dokument analitik me rekomandime për hapat e mëtejshëm dhe projekt-propozime ligjore.
III. Komisioni i Posaçëm përbëhet nga 17 anëtarë, nga të cilët 9 janë përfaqësues të Grupit Parlamentar të Partisë Socialiste dhe 6 përfaqësues të Grupit Parlamentar të Partisë Demokratike, 1 përfaqësues i Grupit Parlamentar Aleanca për Ndryshim dhe 1 përfaqësues i Grupit Parlamentar i Partisë së Lirisë. Emrat e anëtarëve të tij do të përcaktohen me vendim të Kuvendit.
Kryetari i komisionit është përfaqësues i shumicës parlamentare dhe zëvendëskryetari është përfaqësues i pakicës parlamentare.
Komisioni i Posaçëm do të zhvillojë veprimtarinë e tij në një afat kohor 9-mujor nga data e miratimit të këtij vendimi. Në rast nevoje, me kërkesë të arsyetuar të kryetarit të tij, Kuvendi vendos zgjatjen e afatit të ushtrimit të veprimtarisë së Komisionit.
Pranë Komisionit të Posaçëm ngrihet dhe funksionon grupi i ekspertëve vendas dhe ndërkombëtar me përfaqësues të propozuar nga institucionet qeverisjes qendrore dhe vetëqeverisjes vendore, shoqatat e vetëqeverisjes vendore, institucionet e pavarura dhe agjencitë ekzekutive ligjzbatuese, administrata publike, bota akademike, universitetet publike dhe jopublike, institute e organizata të shoqërisë civile dhe medies, si edhe organizata të sipërmarrjes, etj, që do të mbështeten nga Sekretariati Teknik. Numri, afatet e punës dhe detyrat specifike të grupit të ekspertëve përcaktohen më vendim të komisionit.
VII. Komisioni i Posaçëm, në veprimtarinë e tij, do të zhvillojë konsultime dhe seanca diskutimi me Ministrin e Shtetit për Çështjet Vendore, Ministrin e Financave, Ministrin e Shtetit për Marrëdhëniet me Parlamentin, dhe Ministrin e Shtetit Kryenegociator, si dhe me përfaqësues të qeverisjes vendore dhe të shoqatave të zgjedhura vendore.
VIII. Çdo parti tjetër parlamentare, e cila nuk është e përfshirë në këtë komision, ka të drejtë të bëjë propozime.
The Special Commission, in order to achieve its objective as defined above, in cooperation with the group of experts, will organize:
Hearings for the purpose of consultation, working tables and public discussions regarding the topics of work of this commission with:
central government institutions and local government itself according to the respective areas of responsibility;
justice system institutions;
independent constitutional institutions and public institutions established by the Assembly;
executive law enforcement agencies, whose scope of activity is issues that affect the interests of local government, in accordance with the relevant legislation;
well-known experts in the relevant fields;
representatives of civil society organizations and interest groups;
professors and students;
representatives of specialized organizations inside and outside the country, etc.;
Collection and processing of necessary information and data from various state structures in order to fulfill its objective;
Involvement of public opinion in this process, and especially of national minorities and their representatives.
The Presence of the European Union, the Council of Europe, the OSCE Presence in Albania, as well as other international organizations with experience in local government issues, are invited to attend, provide assistance and technical expertise in the work of the Commission and the expert group established under it.
The meetings of the Commission are valid when more than half of its members participate in them. The Commission aims to reach decision-making by consensus on all issues it examines. In the absence of consensus, decisions are taken by a majority vote of all members of the Commission.
The Bureau of the Assembly and the Secretary General are charged with creating working conditions, financial and logistical support for the activities of this Special Commission, the expert group and the technical secretariat.
XII. This decision shall enter into force immediately.
