
The investigation reveals strong suspicions of fraud early on with the data in the feasibility study. More specifically, Klodjan Rrjepaj, as the chairman of the concession commission, served the chiefs of services several surgical sets, which he sent by e-mail to Umbro Staçini, for them to select.
Then he placed them in the feasibility study file, as if these instruments were proposed by the heads of services. Umbro Staçini owns 30% of the concession. Also, from the verification of the electronic communications of the former deputy minister Rrjepaj, it was found that he was communicating with Ilir Rrapaj since 2014 about how to act in relation to the realization of this concession.
Under these conditions, GJKKO appreciates that not only was there recognition among the concession winners, but they were directly involved during the entire process of preparing the feasibility study file.
The most absurd thing is that the concessionaire says that there are 1.85 euros in electricity expenses, 0.75 euros in water expenses, and 1.7 euros in thermal energy expenses for each set, when in the meantime, based on the contract, all these expenses have been charged to the hospitals.
Referring to the investigation file, the type of procurement procedure was also among the moments that raised doubts.
