The government has officially come to the defense of businessman Bashkim Ulaj, for the resort he is attempting to build in the Baks Rrjoll area, near Velipoja. They have even won a court decision, but again the businessman will not even know it, as in addition to police protection, he has also increased the ranks with private police.
Meanwhile, in all this chaos in the area and beyond, while the lazy opposition has not even bothered to oppose it or come out in support of the residents, here comes an unprecedented decision. At a time when residents are clashing with those who are occupying their property, the Prime Minister's Office, through the KKTU, has published on its official website an additional building permit.
A courageous decision, by whoever made it, as it undermines the entire process and adds fuel to the fire. How can the KKTU declare that the construction company has entered into an agreement with an individual? What right does this body have to decide who owns the property? Why doesn't it also publish the decision of the Court of Appeal?
Vox News has continued to investigate this affair, which smells very bad and with a drop of a pencil, or even behind the scenes, is alienating a huge area of property of 1.5 million square meters. The police forces have not done so much "war" to protect constitutional institutions or the lives of innocent people.
According to the above document, on January 15, 2026, the KKTU, which reports directly to the Prime Minister's Office, published a document called "construction permit", despite having previously published one. It is document number 360\1, which is issued to the company "ABA BLUE BORGO". The name is the same and refers to the resort in the Baks Rrjoll area, while it states that the time limit for this permit is 60 months.
Then it publishes data on the investment, adding that the total area of the land for development is 1,459,841.0 m². According to it, several structures up to 10 floors will be built. Then it provides details that it has not dared to publish in the past.
“Kontratë sipërmarrje, e datës 30 tetor 2024, lidhur mes pronarit Fatmir Shpellzaj dhe sipërmarrësit ‘Gener 2’ me objekt përcaktimin e kushteve për zhvillimin e pronës së porositësit prej 1.171.946 m2. Për zbatimin nga sipërmarrësi me shpenzimet e rij dhe në përputhje me planet urbanistike si dhe kushtet e bashkëpronësisë mes pronarit dhe sipërmarrësit”, thuhet në dokument.

Në të njëjtin dokument, të hulumtuar nga Vox News, detajohet se ka një tjetër kontratë sipërmarrje të datës 13 prill 2022, lidhur mes pronarit Xhevahir Mustafa, pronarit Naim Ahmetaj dhe sipërmarrësit Gener 2.
“Porositësi Xhevahir Mustafa deklaron se në bazë të kontratës së kalimit të drejtave të datës 15 korrik 2019, ka përfituar nga Fatmir Shpellzaj të drejtën e pronësisë të sipërfaqes prej 120.000 m2 , të ndodhura në Baks-Rrjoll, Velipojë Shkodër. Gjithashtu Xhevahir Mustafa deklaron se transferon të drejtën e pronës së përfituar nga Famir Shpellzaj tek Naim Ahmetaj, duke disponuar kështu Xhevahir Mustafa 85.000 m2, Naim Ahmetaj 35.000 m2 tokë. Pronarët Xhevahir Mustafa dhe Naim Ahmetaj shprehin interesin e tyre për zhvillimin e pronës së përbashkët si dhe t’a vendosin atë në dispozicion të sipërmarrësit Gener 2”, vijon dokumenti.
Ndërkohë, KKT-ja shkruan se ka një kontratë mes shoqërisë “Gener 2” si palë poseduese e të drejtave dhe shoqëria “Aba Blue Borgo” shpk e quajtur si pala përfituese e të drejtave.
KKTU-ja shkruan se për këtë leje ka marrëveshje mes ministrisë së Turizmit dhe Mjedisit, një vendim dhe VKM të qeverisë për “dhënien e statusit të veçantë kompanisë ‘Aba Blue Borgo’”. Ndërkohë, në të njëjtin dokument, Këshilli shkruan “të rrethohet zona ku ndërtohet dhe të mbahet pastër ambienti përreth”.
Në datën 1 shkurt 2026, Vox News publikoi një investigim me titull “Balluku i bën nderin e dytë të jetës Bashkim Ulajt, i firmos lejen e ndërtimit për resortin 1.460.549 m2 në Rrjoll”. Pas kësaj firme, Agjencia e Zhvillimit të Territorit ka zbardhur me shpejtësi këtë leje ndërtimit, për objektin “resort turistik blue borgo me 33 struktura akomoduese dhe shërbimi me 3 dhe 10 kate mbi tokë dhe një kat nëntokë, 1 strukturë akomoduese tip hotel me 1 dhe 3 kate mbi tokë dhe 1 kat nëntokë, 3 struktura social kulturore me 1 dhe 3 kate mbi tokë”, Bashkia Shkodër, me subjekt zhvillues “Aba Blue Borgo”.
Sipas dokumentit që ka siguruar ekskluzivisht Vox News, shoqëria “ABA Blue Borgo” i kërkoi QKB-së kërkesë për hapje të adresës sekondare të ushtrimit të aktivitetit. Kërkesën e bëri administratorja Ledi Hysenaj, e cila kërkonte me ngulm që të hapej adresa në zonën e Baks Rrjoll, Bashkia Shkodër.
