The Supreme Audit Office even suspects that Myftaraj has cheated with the quality of the iron, and is asking the Gramsh Municipality to set up a working group to verify whether the dams were built according to the contract.
The SPAK files have exposed the mechanism of theft and division according to roles of public money through tenders, manipulating procurement procedures by public officials in collaboration with client businessmen, which include abusive criteria that suit the 'winning' companies and not the procurement object, winning bids equal to the limit fund, inflating the limit fund, falsification of documents by predetermined winning operators, fraud in the implementation of contracts, deviation from projects, false situations for unfinished works, etc.
The temptation to abuse and steal public money through tenders seems not to have escaped even the Municipality of Gramsh, which is led by Besion Ajazi. In at least 7 procurement procedures worth millions of euros, during the years 2023-2024, the tender criteria for qualifying companies are unrelated to the procurement object, which is the reconstruction of schools, road construction, etc.
The manipulation of criteria, apparently to dictate the winners of the tenders, was ascertained by the Supreme State Audit Office during the audit of the activities of the Gramsh Municipality during the period 2023-2024. Not only that. But the Bid Evaluation Commissions have not even verified the conditions that the participating and winning companies of the tenders had to meet, an unprecedented act and of course with criminal elements.
Florjan and Halil Muha, owners of the company Inerti shpk , after winning the tender without meeting the criteria for the reconstruction of the "Shefqet Guzi" High School in Gramsh, have cheated in the implementation of the contract, stealing public money, through falsifying situations for works that do not exist.
The winning bid is 700 thousand euros, the same as the limit fund. Companies with lower bids have been disqualified. The facts show that we are dealing with a typical corrupt tender. The corrupt tender of 700 thousand euros for the reconstruction of the "Shefqet Guzi" High School was signed by the mayor of Gramsh, Besion Ajazi.

Me të njëjtën skemë kanë operuar edhe Jemin Toto i kompanisë “TOTILA” SHPK dhe Yzedin Bozhaj, i skeduar për zhvatje masive të fondeve publike, pronar i kompanisë “Shendelli” SHPK. Toto dhe Bozhaj, pasi kanë marrë me pazar në tavolinë tenderin 800 mijë euro për rikonstruksion të rrugës Fshati Mashan, Njësia administrative Kodovjat, Bashkia Gramsh, kanë manipuluar letrat për volumin e punimeve, duke vjedhur paratë publike.
Është abuzuar (dhe këtu pasojat mund të jenë edhe më të rënda) edhe me tenderin për ndërtimin e pritave në bregun e Lumit Devoll, në kuadër të mbrojtjes së tokave bujqësore, me vlerë 800 mijë euro.
Protagonisti i mashtrimit me zbatimin e kontratës është një nga hajdutët më epikë të fondeve publike në njësitë vendore të Bashkisë Elbasan. Bëhet fjalë për Eral Myftarajn, pronar i kompanisë "Meteo" dhe i një karteli kompanish që shfaros pyje, zhvat para publike me tenderë korruptivë si dhe pastron para, duke u mburrur se është ‘xhepi’ i Bledi Çuçit.
Pasi ka marrë tenderin me pazar në tavolinë, Eral Myftaraj, sipas KLSH, ka mashtruar me volumin e punimeve, siç bën zakonisht, duke përvetësuar paratë publike. Madje, KLSH ka dyshime se Myftaraj ka mashtruar edhe me cilësinë e hekurit, ku i kërkon Bashkisë së Gramshit të ngrejë një grup pune për të verifikuar nëse pritat janë ndërtuar sipas kontratës.
“Bashkia Gramsh të ngrejë një grup pune për verifikimin e objektit Ndërtim i pritave në bregun e lumit Devoll, në kuadër të mbrojtjes së tokave bujqësorë, mbi kontrollin e vendosjes së hekurit Ø6 në të gjitha brinjët për secilin gabion me përmasa 1x1x1, 1x1x1.5, 1x1x2 dhe 1x1x2.5 përgjatë gjithë mbrojtjes lumore, në të 4 rreshtat e tij përgjatë gjatësisë së mbrojtjes lumore dhe të mbajë dokumentacionin verifikues. Në rast se gjatë verifikimit në terren nga grupi i ngritur nga Bashkia, verifikohet që kjo sasi hekuri nuk është vendosur nga sipërmarrësi i punimeve, Bashkia Gramsh të marrë masa për arkëtimin e vlerës prej 1,315,579 pa TVSH, si pagesë e punimeve të pakryera nga subjekti “M.” SHPK, në cilësinë e sipërmarrësit të punimeve në kontratën me nr. 4631 prot., datë 23.10.2024, me objekt ndërtim i pritave në bregun e lumit Devoll, në kuadër të mbrojtjes së tokave bujqësorë“, thuhet në raportin e KLSH-së.

The Shendelli company, over the last 10 years, has benefited in collaboration from over 70 million euros in public tenders, often by bargaining at the table with the titular officials of public institutions, with a winning bid equal to the limit fund, with false documents, fraud schemes and by repeatedly stealing public money, through false situations for unfinished (fictitious) works. Over the last few years alone, over 10 million euros have passed from the state treasury to the accounts of the company of businessman Yzedin Bozhaj.
In two tender procedures of the Municipality of Saranda, audited by the Supreme State Audit Office, with the winner being Yzedin Bozhaj's Shendelli company, it was found in both cases that public money was stolen during the implementation of contracts, by making false statements about works that did not exist.
To supervise the implementation of large-value contracts, the public authority contracts a supervision company. In any case, the theft of public money through unfinished works cannot be carried out without the cooperation of the supervision company or the contracting authority (municipality, ministry, directorate, etc.).
