Rental prices are almost the same as the prices to purchase these vehicles, as the market for such cars has been declining.
The much-discussed tender to rent cars for the State Police has been finalized in recent days, with the winners of a highly questionable procedure being announced.
According to documents available to VoxNews, the Centralized Purchasing Operator, at the request of the State Police, will sign car contracts with the two winning firms in the coming days.
From a calculation made by our editorial team, it results that 1 low-end sedan car will be rented for 4 years at a price of around 33 thousand euros. Meanwhile, 1 SUV vehicle, type Forestrade, will be rented for the same 4 years by the State Police at a price of 33 thousand 500 euros.
The rental prices are almost the same as the purchase prices for these vehicles, as the market for such vehicles has declined. The contract stipulates that the vehicles are used for this period (4 years) and then returned to the concessionaire for resale or lease.
The documents also stipulate that there will be a mileage limit for the police, which has led to the entire tender being heavily debated as to whether the police should buy or lease them. Previous contracts have always been about the value and type of vehicle, and there have always been such debates, also due to situations where police vehicles have been left on the road.
The above document is the winner's announcement for Sedan vehicles, where the winner was the company "EUROCAR RENTALS". This company competed in lot 1 of the tender with the object of "rental of SEDAN vehicles for the State Police", with a limit fund of 222 million lek.
The company "ALBANIA MOTOR COMPANY" offered 171 million lek, while the winners offered 198 million lek. According to the accompanying documents, the State Police requested 60 such Sedan vehicles. If we do a simple calculation, it turns out that 1 vehicle will be rented for the value of 3,312,000 lek, or over 33 thousand euros. The winner's offer was not the lowest, but the company that offered the least was disqualified because it "did not have similar services in the last three years of activity."
At the same time, OBP has also announced the winner of lot 2 for the rental of cars for the State Police, with the object of "rental of SUV cars for the State Police", with a limit fund of 227,800,627.
The lowest offer was again from the company "ALBANIA MOTOR COMPANY" with a value of 171 million lek. "MEKTRIN" offered 201 million lek. The police writes that it will rent 60 SUV cars for 4 years. With a calculation, it turns out that 1 such car will cost the Albanian state coffers 3,350,400 lek, or about 34 thousand euros.
"PORSCHE LEASING" also had a lower bid than the winner, worth 194 million lekë, but both of those that offered less were disqualified. "PORSCHE" because it did not complete the information on who the shareholders or partners are. Meanwhile, the firm "ALBANIA MOTOR COMPANY" "does not have similar work".
The accompanying documents contain several clauses, which result in the vehicles being used by the lessee for 4 years with an average annual planning of 32,500 km per vehicle group or an average usage of 130,000 km for 4 years per vehicle group. The vehicles will be used by the State Police for a period of 4 years, while after the end of this period, these vehicles will be sent to the firm that will be declared the winner of the tender. / VoxNews
