Prosecutor Klodian Braho, candidate for head of SPAK, attracted attention during the presentation of his candidacy with the glass of water he carried with him throughout the session.
This gesture sparked various interpretations, from simple personal care to implications about the tension of the competition for the leadership of the most important investigative institution in the country.
During his speech, Braho touched on the public debate over the so-called “prosecutors’ republic,” a term often used to describe the power of SPAK. He categorically rejected the existence of this idea.
"I don't recognize it as a term. There is no republic of prosecutors in Albania," said Braho.
The candidate was then asked about possible pressures on prosecutors, especially in sensitive matters that may have political or social impact. Braho stated that no investigation should be considered a threat to the stability of the country.
"I have had issues that have caused effects, but I do not think that investigating an issue can lead to the destabilization of the country. Then, if this happens, the stability of the country is not resolved by advice, but the National Security Council convenes," he emphasized.
Regarding the internal management of SPAK, Braho stated that as head he would aim to increase cooperation and efficiency through the decentralization of some competencies.
"As head, I would give more competencies to the heads of sections. This would reduce the head's workload. By distributing some competencies and maintaining contact with the sections, I believe this will increase cooperation," he said.
In conclusion, Braho said that SPAK's biggest challenge today is institutional maturity.
"SPAK must mature and create standards. It should no longer matter who becomes the prosecutor and director, but rather have standards," Braho declared.
