Top Channel journalist Anila Hoxha has clarified details regarding the Tirana Agricultural University file, thanks to which SPAK issued 24 measures for officials of this institution, while the GJKKO today remanded four of them in prison.
The journalist indicated that SPAK launched investigations in 2022 into suspicions of tender abuse occurring at this University.
There are reasonable suspicions, according to the file, that abuse has also been made with some diets and training for farmers, and it is expected that it will be confirmed whether or not these trainings were carried out.
" It is suspected that there are also abuses with the training diets for veterinarians. They have been compiled, but we will see whether the farmers have actually been trained or not. 'Blow the bills so that we can also win,' says one of them. These are university funds. The investigation is still ongoing, and as far as I know, unofficially, because all procedures are being considered and reviewed. The peak of the investigation has begun in the fall of 2022," said Hoxha.
She said that in March 2022, she herself had conducted an investigative article in which she highlighted that some equipment that had been purchased for laboratories was at prices much higher than those circulating on the market.
"In March 2022, I published an investigative piece about a university laboratory, where for example one of the devices cost 1 million old lek for a device that in a regular store did not cost more than 60 thousand old lek.
March 10, 2022 was a project of AKKSHI, for scientific research and innovation, for food safety. A blender was purchased for 600 thousand old lek, two juicers were purchased for 1200 thousand old lek. There is also a cabinet that is called a refrigerator type but there is nothing in it, it is quite ordinary… it was 1728 thousand old lek. And the tenders that are here are for laboratory reagents.
I have the impression that after this publication there was a reaction from the institutions that took their time and then in September they culminated in the seizure of phones. These are reasonable suspicions so far. SPAK received the indices from the police and financial crime.
"The university rector was monitored by BKH agents when a meeting was requested with one of the alleged subjects, where a meeting was requested to talk about details, so there were also environmental wiretaps ," she said this evening on "Top Story".
