Today, the new head of SPAK, the Special Anti-Corruption Structure, will be elected.

Adnan Xholi has arrived at the KLP and will be the first candidate in the race for the new head of SPAK to give his interview, which will also be monitored by internationals.

KLP meeting

The High Prosecutorial Council meets today at 09:00 to elect the new head of SPAK, while Altin Dumani's mandate ends on December 18. The process will take place in a meeting open to the media, where the four candidates will present their platforms to KLP members, representatives of institutions and international partners.

Four SPAK prosecutors are in the running: Adnan Xholi, Klodian Braho, Elvin Gogaj and Doloreza Musabelliu, the latter the first woman to head the Special Prosecution Office. All candidates have extensive experience in investigating corruption and organized crime.

Xholi is known for his organized crime files and the investigation of the assassination of prosecutor Ndoja. Braho has led sensational cases such as incinerators and the “Toyota Auris”. Gogaj is the author of the investigations against former minister Ahmetaj and abuses in public tenders. Musabelliu has been part of the investigation of the “Golden Bullet” and the Lushnja massacre.

The new head of SPAK will be elected by a majority vote of the KLP, in a process that international partners demand to be fair and transparent.

International expectations

Today's development has also received special attention from international partners. The European Union Ambassador to Tirana, Silvio Gonzato, during a meeting with members of the High Judicial Council and the High Prosecutorial Council, stressed the importance of the process and the need for maximum integrity.

He expressed confidence that the KLP will show high accountability and ensure that SPAK is led by an independent, professional person committed to the standards required by the EU.

The British Embassy also reacted through an official statement on social media, calling the election of the head of SPAK “an important step in strengthening the rule of law and the fight against corruption.” The British Embassy emphasized that the process should be “free, fair and transparent,” while adding that it expects to cooperate with any of the contenders who will take the position.

There have also been reactions on the political scene. The leader of the Democratic Party, Sali Berisha, who on December 1st appeared before SPAK in application of the “compulsory appearance” measure in the “Partizani” case, commented on the process of selecting the new leader. Asked by journalists whether he would recognize the leader who will be elected this month, Berisha said that he hopes that he “will not be caught in a crime,” adding that he respects every institution that enforces the law.
