Former judge 'sheik' Gjon Gjoni was the most voted in the Democratic Party primaries in Lezha District. Although Sali Berisha said that the winners of the primaries will not necessarily be part of the safe list, Gjin Gjoni will most likely be a candidate for deputy of the DP. To register as a candidate for deputy in the elections of May 11, 2025, the former judge must submit documentation to the CEC, including a high school diploma, if they have one, as it is not a legal criterion.
Does Gjin Gjoni have a valid higher education degree? There are many witnesses, former students, who remember Gjin Gjoni as a veterinary student at the Agricultural University of Tirana. But, there is no former law student, today judges, prosecutors and lawyers, who confesses that Gjin Gjoni studied law.
However, Gjin Gjoni holds a doctorate degree, defended at the Faculty of Law in Tirana, Department of Civil Law, with scientific supervisor Endirë Bushatin.
The defense of the doctorate degree means that Gjin Gjoni must have completed higher education in law. In the official CV of Gjin Gjoni, administered by the High Judicial Council, it is stated that Gjin Gjoni has completed an accelerated university course, the University of Tirana. Accelerated courses can be done for barbers, bricklayers, manicurists, chefs, etc. Accelerated courses do not exist in higher education. The diploma for higher legal education includes 4 academic years (8 semesters).
The suspicions that Gjin Gjoni does not have a regular and valid higher education diploma are further deepened by several other facts and circumstances. In May 2013, Gjin Gjoni became a member of the High Council of Justice, where he was forced to publish his CV. The CV stated that he had graduated from the Faculty of Law, University of Tirana, during 1993-1994, when it is known that the duration of higher education is 4 years.
While Gjin Gjoni claims to have completed his higher education in 1994, he started working as an assistant judge at the Tirana Judicial District Court in 1993. It seems almost unbelievable that a student could also be an assistant judge!
In 1994, he moved from assistant judge to judge at the Court of Tirana. In 1996-1997, he was an external lecturer at the Tirana Police Academy and in 1999-2000, an external lecturer at the Faculty of Geology-Mining Engineering. In 2009, he was appointed a judge at the Tirana Court of Appeal. In 2013, he was elected a member of the High Council of Justice, thus becoming part of the governance of justice. In the same year, he was the vice president of the National Judicial Conference and a member of the Steering Council of the School of Magistrates. In 2015, Gjin Gjoni was elected president of the Balkan Judicial Councils. In 2016, he was elected a member of the Electoral College through a dubious draw.
In 2020, Gjin Gjoni leaves the judicial system with his resignation, apparently avoiding confrontation with Vetting. In 2021, he defends his doctorate.
Facts about SPAK, the villa's concealment
In 2014, Gjin Gjoni was criminally charged by the ILDKPI for false declaration, forgery of documents, laundering of proceeds of crime, etc. According to the ILDKPI, Gjin Gjoni, until 2014, had hidden over 2 million euros of assets. The ILDKPI alleged that Gjin Gjoni, in addition to other assets, had also purchased a villa worth 700 thousand euros in Farka, in 2012, with dubious sources.
In May 2014, the sensational file was passed to the Elbasan Prosecutor's Office, which registered criminal proceedings under no. 1098 for two criminal offenses: "falsification of documents" and "concealment of assets".
Gjin Gjoni blocked the prosecution with several procedural moves and managed to close the case.
However, within the framework of the criminal proceedings, the Elbasan Prosecution Office questioned Gjin Gjon and Elona Çauş about HIDAA's claims to their property.
According to the file, Gjin Gjoni stated before the prosecutor that, together with his wife, they concluded a contract to purchase a villa in Farka, but then canceled the contract because he did not have the money to pay the installments and because he did not like the price.
So, Gjin Gjoni said he didn't have a villa.
Gjin Gjoni has claimed in the prosecution, among other things, that "Regarding point 7 of the criminal complaint that the HIDAKKI claims is a false declaration, it does not hold true, since it results from my and my wife that the enterprise and order contract was declared with no. 1416 Rep and no. 167 dated 24.04.2012 according to the declarations made in the 2013 asset declaration... The contract worth 700,000 euros was terminated by being canceled with the second contract concluded after it. The termination of the contract was made due to disagreement with the price".
Gjin Gjoni resigned at the end of the two-year parental leave he received from the former Supreme Court of Justice in 2018, where he was also a member, while Ilir Meta was chairman.
In October 2020, Gjin Gjoni registered the law firm "G&G LAW FIRM" with the National Registry of Kosovo. In the registration documents, the former judge also declares his residential address, which is precisely; 'Rolling Hills', Villa no. 69, Farkë, Tirana.
We do not undertake to say whether or not it is the same villa, but there are strong suspicions that Gjin Gjoni may have lied to the prosecution in 2014, to escape criminal liability.
