In the information received by "Pamphlet", from sources within the Budget and Payments Directorate at the Ministry of Finance, it is stated that Prime Minister Edi Rama has ordered Minister Petrit Malaj to make an "emergency" payment cycle for companies that have received PPP and work and service tenders.
On Monday, the Ministry of Finance began actions in collaboration with line ministries to transfer to the State Treasury 100 million Euros in advance payments for 3 concessions and 12 private companies.
Of these 100 million Euros, the value of 11 million Euros as an advance will be given to the Check-up concession.
Of the 8 million Euros, advances will be given to the medical laboratory concession and the Hemodialysis concession, although these have also been repaid in advance for March 2025, without submitting financial reports to the Mandatory Health Insurance Fund.
Meanwhile, 73 million Euros, which will come from the state budget by March 7, 2025, will be given as advances to 12 private companies, according to the amounts that Babloku will determine with a list of names, where, according to the informant, they will be the preferred oligarchs who have received tenders for investments and services in roads, schools, hospitals, water supply, IT, etc.
Payments will be given in advance before the works begin, when according to the procurement law, they are entitled to receive the first payments from the state after they have completed at least 15% of the works foreseen in the tendered projects.
