Today they should have been brought to justice together with a group of public officials, and their illegally appropriated public property should have been seized, but the politically connected duo continues to benefit from public money with predetermined and corrupt tenders. We are talking about Hasan Hafiz, the husband of the former SP MP, Mimoza Hafiz, and his partner Shkelqim Rakipaj. The duo has so far laundered 400 million euros from the state budget for the Qukës-Qafë Plloçë segment, through the Albavia company. The cost has increased several times. The road started 15 years ago and is not ending.
Facts and circumstances
In 2014, the contract for lot 1 of the Qukës - Qafë Plloçë road was signed, where the winning companies should have completed this segment in June 2018. However, 6 and a half years have passed since this deadline and again the winner of this lot, the company "Albavia", has not yet implemented the contract, while it has clearly been favored by state institutions, which have increased the funds and extended the deadline.
But, despite this major abuse, the firm has not only not been "punished", investigated, judged or penalized, but continues to receive other funds for this segment, with tenders that are suspected to be predetermined by the Albanian Road Authority.
Despite the fact that the leaders of the ARRSH have changed, the favoritism is suspected to come by "order from above", since the institutions or directors who have signed tenders for Qukës - Qafë Plloçë have always favored the firm "Albavia".
The road began construction 15 years ago and is still not finished. Although it is only 43 kilometers long, the cost has exceeded 400 million euros, from only 150 initially estimated. According to the official website of the Albanian Road Administration, the contractor for the works of lot 1 is “JV Sintram & Albavia”, while the supervisor of the works is the company “CEC” shpk. The works began in July 2015, while the value of the works was 38 million euros.

Vlera e tenderit të ri ishte 3.5 milionë euro, teksa afati është 6 muaj. Vetë ARRSH shkruan se gjatë zbatimit të punimeve në lotin 0, që filloi në vitin 2009 dhe përfundoi në 2014-ën, pati rrëshqitje masive. “U bë spostimi i aksit në një gjatësi rreth 800 ml, i cili kishte një kosto shtesë prej 20% të vlerës së kontratës. Edhe me fondet shtesë, objekti nuk përfundoi 100% dhe nuk u vendos në shfrytëzim”, shkruan Autoriteti.
Ndërkohë, në fund të 2024-ës është shpallur fituesi i kësaj procedure. Dhe, s’kishte si të ndodhte ndryshe, pasi fituesi është një emër i njohur i ndërtimit të rrugës Qukës – Qafë Plloçë; firma “Albavia”! Ajo e cila mori 22.6 milionë USD shtesë për lotin 1, që është ngjitur me këto punime të pakryera.
Por, jo vetëm kaq, pasi oferta e firmës “Albavia” nuk ka qenë më e ulta në këtë tender. Oferta më e ulët ishte në vlerën e 202 milionë lekë, ndërkohë “Albavia” ofroi 246 milionë lekë. Diferenca është plot 44 milionë lekë, ose rreth 450 mijë euro. Dy firmat që ofruan më pak u skualifikuan nga “Gjylja” e ARRSH-së, i cili dukshëm favorizoi këtë firmë, duke ngjallur hije të mëdha dyshimi se gjithçka ka qenë e paracaktuar.
“Albavia” fitoi një tender edhe nga Bashkia e Pogradecit për një rrugë lidhëse të fshatrave të Mokrës me rrugën Qukës – Qafë Plloçë. Në vitin 2024, Bashkia e Pogradecit shpalli fituesin e tenderit “loti IV, Ura e Zëmçës – Kryqëzimi Proptisht, Bishnicë”, me një fond prej 220 milionë lekë.
“Albavia” fitoi këtë tender, megjithëse çështja shkoi në KPP apo edhe në gjykatë. Pra, nëse një firmë i fiton me lehtësi këto tendera, a mos vallë janë paracaktuar?! Të gjitha institucionet apo edhe titullarët që firmosën janë “vënë në radhë”, ndoshta me urdhër nga “ata lart”.
Hasan Hafizi, pronari i kompanisë Albavia
Bashkëpronari me shumicën e aksioneve i kompanisë Albavia që ka thithur 400 milionë euro për rrugën Qukës – Qafë Plloçë është biznesmeni Hasan Hafizi, bashkëshorti i ish deputetes socialiste, Mimoza Hafizi. Hafizi, pronar i mbi 30 pasurive të paluajtshme me vlerë miliona euro, përmes kompanisë Albavia është edhe përfitues i hidrocentraleve Ura e Tamarës, Kaskadës së Hec-eve të Hotolishtit, Batra 1, Batra 2, Batra 3 si dhe përfitues në bashkëpunim i koncensionit për ndërtimin e rrugës Lekaj-Konjat-Fier.

However, even during the mandate of MP Mimoza Hafizi, Hasan Hafizi and his daughter Adra Hafizi have benefited from money from the Albavia company, which in turn benefited from public money. After the mandate of MP Mimoza Hafizi ended, Hasan Hafizi returned as a shareholder of the Albavia company. This is a fictitious move.
Other benefits of Hasan Hafiz and Shkelqim Rakipaj
Hasan Hafizi and Shkëlqim Rakipaj, co-owners of the Albavia company, in addition to 400 million euros for the Qukës-Qafë Plloçë road, which they left unexplored, have also benefited from 50 million euros in other public tenders from Edi Rama's government, also with the Albavia company.
