Journalist Klodiana Lala clarified what happened in relation to the theft of data in the TIMS system.
According to her, the first signal came from the head of the sector in the Directorate of Technology and Information (DTI), Ardit Muço, who sent an email to the Director of the State Police, Muhamet Rrumballuku, and informed the US Embassy, SPAK to several other institutions that something illegal was happening on the TIMS system server and details were given as to how it was happening.
On August 4, an email informing about this story was distributed to journalists via electronic addresses from abroad.
"It turns out that on August 4, AMP and the State Police filed a criminal complaint with the Tirana prosecutor's office. Initially, AMP did it only for evaluation, it did not bring details. The State Police has sent data related to possible suspicions that the server could have been copied," said journalist Lala.
The TIMS server is on Mine Peza street, next to prison 302 in Tirana. It was donated to Albania by the USA and has been operating since 2004.
Lala further said that in June, Ervin Muça was appointed, taken from outside the system for special services, director of Technology and Information in the State Police, but he did not have a security certificate.
"It was taken out of the system. There are tens of hundreds of police officers who specialize in technology issues. None of them have been appointed, but a person has been hired within the day... He worked as an external advisor to the general director of the Cadastre, Mrs. Dallandyshe Bici. He worked in the General Directorate of Taxes when the scandal with the theft of data in Taxes occurred. It is exactly one of them. He was investigated and at that time in a state of freedom , "said Lala.
"The moment he arrived, he started doing the first recruitments. One of the recruits was the sister of Dallandyshe Bici. People who had records. One of these people who had records was the sister of Dallandyshe Bici who was under investigation and under trial by GJKKO for security violations in tenders. He appoints Besjan Tonuz as his subordinate, which results in the investigative file, but also in all investigative reports. According to the testimony of DTI employees, Ervin Muça threatened them and asked them to help him switch to an external hard drive, so the system would be accessed through a laptop and an external hard drive would be placed on the laptop. the hard disk alone cost around 23 to 25 thousand euros. 23 thousand Euro was bought only the external hard drive to dump all the documentation and I will give what was found in that documentation. This is a file that is top secret," said Lala.
According to Lala, on August 2, Muça used the card of one of his employees, not accessing the server with his card. Here he encountered the opposition of the head of the sector.
"He said that we should put them on the external hard drive, keep them in the safe at the State Police, so that in the event of an attack, we should have them protected. Ardit Muço said no. First because there are protocols to get the security code. Second, he says I can't deliver it over the phone, and thirdly, Ardit Muço sent an email to all the employees there and said you are committing a criminal offense. That boy should be congratulated. It is on the road today," she said.
According to Lala, at the moment he sent this email, Ervin Muça cut off his access to the server, taking him out of the system. Thus, from noon on August 2 until the hours before August 3, unauthorized persons entered, according to her.
"One of them is Klodian Mazari who is in charge of the sector in ANA and a girl identified as Marjana Shehi who is not an employee", said Lala.
"All the employees say that Klodian Mazari is a friend of the director and the director brought him to help him copy data," she added.
