According to SPAK, Alqi Blako has proposed in the capacity of the General Secretary of the Ministry of Environment, he has asked Klodian Zoto to give irregular benefits to Vladimir Bezhani, then External Advisor to the Minister of Environment by fictitiously employing him in the "Integrated" company Technology Services" LLC
SPAK reveals that Vladimir Bezhani, as the External Advisor to the Minister of the Environment, was the connecting bridge in relation to the concession granting procedure, to provide the Contracting Authority with the required documentation related to the concession granting procedure, with the aim of subsequently putting to this documentation available to the citizen Klodian Zoto, which served to complete the necessary documentation and to declare the proposing company "Integrated Energy BV" the winner.
SPAK says that in exchange for this favor during the concession granting procedure, Bezhani received 7,520,000 (seven million five hundred and twenty thousand) ALL.
" Also, it turns out that the citizen Alqi Blako, in the capacity of Secretary General of the Ministry of Environment, has requested/proposed to the citizen Klodian Zoto the granting of an irregular benefit to the citizen Vladimir Bezhani, while the latter was an external advisor of Minister of the Environment, employing him fictitiously at the company of citizen Klodian Zoto, "Integrated Technology Services" sh.pk, this with the aim of favoring the concessionaire company "Integrated Energy BV", during the concession granting procedure, in which the company of citizen Klodian Zoto, "Integrated Technology Services" sh.pk was also a shareholder. Citizen Vladimir Bezhani received an irregular benefit thanks to the salary given by the company of citizen Klodian Zoto, in the amount of 7,520,000 (seven million five hundred and twenty thousand) lek.
It turns out that during the time that the citizen Vladimir Bezhani served as the External Advisor to the Minister of the Environment regarding the procedure for granting the concession, he served as a "bridge" to provide the Contracting Authority with the required documentation regarding the procedure for granting of the concession, in order to then make this documentation available to the citizen Klodian Zoto, which has served to complete the necessary documentation and to declare the proposing company "Integrated Energy BV" the winner, says SPAK.
