Alfred Beleri reacted from prison after the election of the new mayor of the Himar Municipality, Blerina Balaj, with 15 votes of the Municipal Council.
In a post on social networks, Beleri says that the Constitution was violated, as he attacks the prefect of Vlora Vangjel Tavo and the prime minister Edi Rama.
Beleri is sentenced to two years in prison for election corruption, after he was caught red-handed buying votes for 40,000 old ALL.
Beler's post:
A legal tangle impossible to resolve. A mess created with the contribution of the prosecution and the special anti-corruption court, who do not have the courage to say NO to Mr. Rama.
No law and no article of the Constitution foresees what is happening in Himar Municipality. Article 61 of the law 139/2015 that trumpets the prefect does not solve the premature termination of a mandate that has ended on time. No good European practice, to which Mr. Rama referred to, does not say that the mayor is appointed by the losing party of the mayoral elections. No good European practice envisages appointing by the prefect as mayor a person who was not even elected as a municipal councilor, but was appointed by the loser.
You violated the Constitution and did not allow what was voted by the sovereign to be sworn in. Contrary to the law, appoint a new mayor, as the Prefect declared, and interpret the law as you see fit. You are not interested in the law, but you are only interested in not swearing, even for a single hour, the one who was elected mayor in accordance with Article 109 of the Constitution. For you, the law is just a piece of grocery paper. Probably, grocery paper is also for Mr. Tavo, who, contrary to the law, yesterday showed the councilors how to think, today participated in the meeting of the municipal council to make sure that they understood his order correctly. Without having any competence, he started his electoral speeches today, promising property titles.
The only solution is to respect the Constitution. The only solution is to allow the winner of the election to take the oath. It is the only thing that can put an end to this legal chaos and stop the absurdity in Himar Municipality, treating the residents of this municipality equally with every other citizen of this Republic who exercised his electoral right in the elections of the date May 14.
