One of the judges who had a key role in the process a year ago, where Sali Berisha was removed from the DP seal, is removed from the vetting. It is about Blerina Muço. The judge of Tirana accepted the appeal of Enkelejd Alibeajt against the decision of the First Instance, which recognized the statute issued by the Assembly of December 11 of Sali Berisha.

This gave Alibeaj the right to appeal, and in the end the appeal overthrew Berisha, leaving the seal in the hands of Basha. But the judge had problems during the vetting and was dismissed today.

The Commission has carried out the preliminary financial analysis divided into two parts. For the period 1993-2003, the financial analysis was carried out in total, while for the years 2004-2016 it was carried out year by year, based on the statements of Judge Muço and her related persons.

KPK has found financial impossibility for the second period in the amount of 10.9 million ALL for the creation of cash in the current account and that in the apartment, as well as for covering expenses. The negative balance, from what was reported in the session, derives from the lack of proof of the legality of a part of the subject's husband's income from legal consultancies and employment in some companies.

Although significant incomes have been declared, the KPK finds that the tax obligations for a part of these incomes have not been paid. Also, inaccuracies were found in the statements, some of which were accepted by the subject.

Judge Muço considered the Commission's analysis to be correct, but she stated that she did not agree with the assessment of the legality of the sources.

She said that the husband could not verify the payment of withholding tax on the earned income. According to her, when the company was asked and did not respond, the husband filed a lawsuit. According to her, it is the company's obligation to settle the relevant obligations.

Similarly, she argued regarding the non-coverage of social and health insurance for a part of the salary received by the husband from other employments. According to her, it was the employer's obligation to pay these obligations.

Muço claimed that the finding of the KPK regarding these incomes is not in accordance with the jurisdiction of the College.

"The Commission's conclusion for not considering these incomes because the employers have not paid the obligations is illegal," Muço said, among other things, and asked the body to re-evaluate the position of the preliminary analysis of the assets.
