There is no end to the scandals in the health system. SPAK has made arrests for the sterilization affair, but it seems that the fatherhood follows all the concessions. The State High Control has conducted an audit of the Mandatory Health Insurance Fund with a focus on concessions in health.
As for "Check Up", the scandal is that the state continues to pay Vilma Nushi money for worthless services. KLSH comes to the conclusion that this whole project has turned out to be inefficient, i.e. a total failure. We can say that it was a project of Ilir Beqaj for Vilma Nushi to receive the millions.
" According to the data made available by FSDKSH, regarding the financing of the Basic Medical Control Concession Contract (KMB/Check-up) with no. 3082/20 prot., dated 07.01.2015, between the Ministry of Health and Social Protection and the Concessionary Company "3P." KPS, it has resulted that payments were made in the amount of 876,082 thousand ALL for 454,828 performed controls, out of 876,090 thousand ALL for 475,000 sessions, planned with reference to the projection. The value of the service for 454,828 cases of KMB carried out during 2022, results in the amount of ALL 838,885 thousand with VAT. Even in 2022, as in previous years, since the beginning of the implementation of this contract, invoices have been liquidated with reference to the projected number of KMB according to the contract and not according to the actual number performed, therefore incomplete service has been invoiced for 20,172 cases, with a cost in the amount of 37,198 thousand ALL with VAT ", says KLSH.
But from the analysis of some indicators it has resulted that, despite the increase in the number of KMB in 2022 compared to 2021, chronic diseases have increased by 8,603 cases, the value of drug reimbursement due to the increase in morbidity and their complexity by 1,184,831 thousand lek more; the increase in the number of admissions to hospitals with 18,979 more cases, the increase in outpatient visits to University and Municipal Hospitals with 123,354 more cases, etc., show that the effects of the prophylactic measure "Basic Medical Control" have not been reflected in concrete results, in reducing the morbidity of the population, undermining the effectiveness of the use of these funds. So in short, "Check Up" can be said to have resulted in total failure.
KLSH has dealt a blow to the government and for the concession of hemodialysis, which is offered by the American Hospital of Klodian Allajbeu.
In the report provided by "Pamphlet", it is stated that according to the data made available by FSDKSH, in relation to the financing of the Concessionary Contract, it was found that, even for the year 2022, the payment of the concessionaire is not made for service performed, but for service invoiced, which includes the liquidation of uncompleted cases or expressed otherwise under the annual projection, as well as the cases realized over the monthly projection, of each dialysis center, in total 8,854 cases, of which 6,918 cases under the projection and 1,936 cases over the projection , in the amount of 99,191 thousand ALL, which represents payment for services not performed.
