SPAK has closed the investigations and is taking the file for trial regarding the Agricultural University of Tirana, which also caused a clash between Prime Minister Edi Rama and the special investigation structure.
According to reports, SPAK has indicted 28 people, including lecturers, academic staff, and businessmen, who are suspected of being involved in the tender abuse scheme.
Charges have been filed against the defendants for "violation of equality in tenders" and "abuse of office", within the framework of public procurement procedures conducted at this educational institution.
The SPAK operation began at the end of February 2025, while 24 security measures were issued at that time, causing a shock at the Agricultural University.

SPAK says that UBT officials, in collaboration with businesses, inflated tenders and profited from the money.
According to the Special Prosecution Office, the companies "Krijon" sh.pk, "Zero Group" sh.pk and "Malvina Visoka PF" collaborated with UBT managers in the preparation of tender documents, providing falsified offers and influencing the unfair increase in the limit fund.
SPAK's investigations have revealed that the preparation of documentation for limit funds and technical specifications were done in full coordination with the predetermined winners of the tenders, while no real market analysis was conducted.
In the early days of the operation, Prime Minister Edi Rama issued a series of accusations against SPAK, saying at the time that individuals were being arrested without court orders. It was during this period that Rama accused SPAK of abusing its powers, raising a series of allegations regarding the way the Special Prosecution Office operated.
A special hearing session was even held in the Socialist Party Parliamentary Group with the Rector of the Agricultural University.

What did SPAK announce regarding the operation?
"The Special Prosecutor's Office against Corruption and Organized Crime, based on the acts referred by the Judicial Police Services of the General Directorate of the State Police and in close cooperation with other law enforcement agencies in the country, registered criminal proceedings no. 13 on 21.10.2022, for the criminal offenses "Violation of equality of participants in tenders or public auctions", "Passive corruption of persons exercising public functions", "Active corruption of persons exercising public functions", provided for by articles 258, 259 and 244 of the Criminal Code.
From the administered acts it results that the Judicial Police Services of Unit "E" for the Investigation of Economic and Financial Crime, in the Investigation Directorate, in the Criminal Police Department, at the General Directorate of the State Police, in cooperation with other Law Enforcement Agencies in the country, have collected and referred data on the involvement in corrupt actions of officials of the Agricultural University of Tirana, actions spread over a long period of time, in the process of preparing and developing public procurement procedures. From proactive investigations with special methods such as; interception of telephone conversations of officials of the Agricultural University of Tirana (UBT), observations carried out by the State Police and administration of documentation of procurement procedures, with the contracting authority Agricultural University of Tirana, up to this stage of the investigation, nine procurement procedures carried out in 2022, with a procurement value of 90,000,000 (ninety million) lek have been investigated within the framework of this proceeding. During the investigation, legal violations of the responsible persons of the academic level at UBT, citizens; RK, and IK, with the duty of vice-rectors at the Agricultural University of Tirana, BB, with the duty of responsible of the Department of Preclinical Modules at UBT, that at the time of the design of the projects and the provision of funds at the National Agency for Scientific Research and Innovation (AKKSHI has carried out actions in collaboration with the head of the contracting authority, citizen ET, with the duty of Administrator of UBT.

P., A.K., R.Dh., B.S., T.P., E.K., K.L., E.Sh., në bashkëpunim me titullarin e autoritetit kontraktor, shtetasin E.T., të cilët, kanë krijuar kushte dhe favorizuar në shpalljen fitues në këto procedura prokurimi, operatorët ekonomik “Krijon”sh.p.k, “Zero Group” sh.p.k, “Malvina Visoka PF”.
Gjatë hetimit ka rezultuar se të dhënat e përgatitjes së fondit limit, specifikimet teknike apo termat e referencës dhe hartimi i dokumenteve standarde të tenderit janë kryer nga zyrtarët përgjegjës të autoritetit kontraktor, në bashkëpunim me operatorët ekonomik fitues; “Krijon”sh.p.k, “Zero Group”sh.p.k, dhe “Malvina Visoka PF”. Në të gjitha procedurat e prokurimit të mësipërm, operatorët ekonomik fituesë; “Krijon”sh.p.k, “Zero Group”sh.p.k, dhe “Malvina Visoka PF” kanë siguruar oferta ekonomike të falsifikuara, në emër të shoqërive tregtare të tjera, të cilat janë përdorur nga autoriteti kontraktor dhe kanë ndikuar në fryrjen e fondit limit, pa bërë asnjë studim tregu. Janë evidentuar raste të zhvillimit të procedurës së prokurimit me operator eknomik të paracaktuar fitues, për pajisje dhe mallra të tjera, që i janë vënë në dispozicion autoritetit kontraktor, disa muaj para shpalljes së procedurave të prokurimit (procedura prokurorimi të zhvilluara pas administrimit më parë të këtyre paisjeve, për të cilat më pas janë kryer procedura prokurimi fiktive dhe marrje në dorëzim e tyre).
Following the request made by the Special Prosecution Office against Corruption and Organized Crime, the Special Court against Corruption and Organized Crime, with decision no. 9, dated 24.02.2025, has decided: To impose on citizens: ET,* A.Ll.,* MQ,* AM,* the coercive personal security measure "Arrest in prison", provided for by Article 238 of the Code of Criminal Procedure, as suspected of committing the criminal offense "Violation of equality of participants in tenders or public auctions", in collaboration, provided for by Articles 258 and 25 of the Criminal Code. To impose on citizen PZ, the coercive personal security measure “Arrest in prison”, provided for by Article 238 of the Code of Criminal Procedure, as a suspect for committing the criminal offense “Forgery of documents”, committed in collaboration, more than once, provided for by Article 186/2 of the Criminal Code (four cases). To impose on citizens: AS, AB, SS, IK, DL, AP, AK, R.Dh., BS, TP, the coercive personal security measure “House arrest”, provided for by Article 237 of the Code of Criminal Procedure, as a suspect for committing the criminal offense “Violation of equality of participants in tenders or public auctions”, in collaboration, provided for by Articles 258 and 25 of the Criminal Code”.
