
Fiks Fare denounced on Tuesday evening the way reconstruction money is being abused. The Albanian Development Fund opened a 20 million euro tender in 2020, where a consortium of operators was declared the winner.
In the tender documents were also all the values of the reconstruction of 1+1, 2+1 and 3+1 flats, where the first cost 20 thousand euros, the second 25 and the third about 30 thousand euros. Meanwhile, the firms that won the big tender "sold" this procedure to the subcontractors, and did not even notify the contracting authority, which in this case was the ADF.
The condition was that any sub-contract would receive prior approval from this authority. These firms not only did not do it, but they do not even give the money to these subcontractors, although they have been liquidated 100% by the Fund.
Ledion Xhymerti, who together with the whole family, father, mother and sister, are natural persons and have worked for the reconstruction of apartments in Manzë, Durrës, complained to the editors of the show Fiks Fare. He says that he has contracted a winning company of the procedure, with administrator Mr. Vladimir Gjici.
"We have built 15 apartments here in Shkëlë to Manza. They have been finished for 2 years, they have been approved and the residents have moved in. There is no complaint and the firm that won the tender has been liquidated. While I have not been liquidated by the winning company, I still have 75 thousand euros," he says.
Fiks Fare has learned that the construction of these apartments in Manza, Durrës, was done with a tender from the Albanian Development Fund.
According to the document, in September 2020, the ADF finalized the tender with the object; "The reconstruction of 743 individual dwellings, the construction and reconstruction of public infrastructure and any other intervention in their function". The limit fund of this procedure was a full 2 billion ALL, or about 20 million euros without VAT. A consortium of operators, consisting of 4 firms, which offered a value close to the limit fund, was declared the winner. In the accompanying documents of the tender were also the values for the construction of houses; The construction of a 1 + 1 apartment cost 20 thousand euros. 2+1 cost 25 thousand euros and 3 + 1 cost about 30 thousand euros, excluding VAT.
However, the subcontractor Ledion Xhymerti has made a contract with the winner of the tender. What stands out in this contract is that the subcontractor built these apartments at prices many times cheaper than the prices set by the Development Fund. The 1+1 flat was built for 17 thousand euros from the 20 thousand that was from the ADF, 2+1 for 20 thousand euros (from 25 thousand) and 3+1 worth 25 thousand euros (from 30 thousand in the Fund's papers) . "I don't care how much that company got. Here is the document that I received. I only want my money, nothing else," says Ledioni.
He says that, together with his sister, he went several times to the firm that won this tender in Tirana, but they were threatened, insulted and forced out of the offices. He even recorded these conversations. In these conversations, the whistleblower's sister asks the administrator for explanations as to why he does not give her the money, since they built it. At first, he tells her that he will see the cards and only the cards. But, when the informant asks him to account again, he hits the table and insults her. "Go away, because you will kill... your sister. Go away, go away" he addresses in a loud tone, trying to get him out of the office. The whistleblower also meets the company's economist, who tells her that she should get the information from the administrator and not from her.
After these answers, Fiks Fare addressed a request for information to the Albanian Development Fund.
"The reconstruction of individual dwellings in the areas affected by the earthquake was carried out according to model construction projects. These model projects have been subjected to technical opposition and have been approved by the Construction Institute. Families with up to 2 members have benefited from flats of the 1+1 typology, the fixed cost of construction of which is ALL 2,095,000 without VAT; families with 2-4 members have benefited from 1+2-room typology, the construction cost of which is 2,470,000 Lek excluding VAT; families with 5 or more members have benefited from flats of the 1+3 typology, with a construction cost of ALL 3,090,000 without VAT," says Fondit.
Fiksi asked the ADF if the 20 million euro contract has been implemented and have the winning companies been liquidated? And, does the Fund have any obligations towards the tender winning operators? "Following the implementation of the Reconstruction Program, after the successful completion of the tendering procedure, between the Albanian Development Fund and the Union of Economic Operators, a contract was concluded for the reconstruction of individual housing, the construction and reconstruction of public infrastructure and any other intervention in their function. This contract has been implemented by BOE and ADF has no outstanding obligations for this contract. The completed facilities are under warranty" was her answer.
ADF says it has completely liquidated these firms. But, has the Fund been notified that the winning firms received subcontractors? "The contractor may subcontract work processes to third parties provided that he obtains the approval of the responsible authority regarding the subcontractor, as well as the terms of his advance payment. The request can be made at the tendering stage or during the implementation of the contract. In the case you refer to, the ADF does not receive a request from the BOE" concludes the Fund.
