Prime Minister Edi Rama recently returned to a promise made last year to include Artificial Intelligence in the public procurement process. In one of the public appearances, which Rama has baptized as a 'podcast', he insisted that the inclusion of Artificial Intelligence (AI) would bring corruption in tenders close to zero.
"And on the other hand, we neutralize, I'm not saying zero, we neutralize to a very large extent that source of pus", said Rama while presenting his idea to the two guests.
The prime minister blamed corruption on the large number of incompetent people involved in public tenders while saying that procurement was "the most disgusting part of the pus of corruption".
The National Agency of the Information Society, AKSHI, procured in July of last year about 17 million ALL for "Digitalization of work processes for the Public Procurement Commission".
But experts and policymakers are skeptical and see this idea more as an alibi than an attempt by the government to correct the problems.
"In other words, it is intended to channel the dissatisfaction of businesses and citizens in receiving this public service as "machine work (AI)", but not the "work" of its own administration, that is, of the "system" created by it, he said. The same opinion is shared by Afrim Krasniqi, director of the Institute for Political Studies.
He emphasizes that with the use of Artificial Intelligence in the public procurement process, an attempt is being made to create a "new alibi for corrupt officials".
The fish stinks from the very beginning
According to the organization Transparency International (TI), the level of perception of corruption in Albania remains high. According to the corruption perception index published by IT, Albania ranks 98 out of 180 countries in 2023.
In the annual analysis recently presented, the Special Prosecutor's Office Against Corruption and Organized Crime (SPAK) announced that investigations had revealed corruption schemes from the genesis of a public tender.
"Corrupt actions can start at the initial stage, i.e. the opening of the fund by the contracting authorities for the project in question, and then continue with acts and decisions, which are followed by the holder of the contracting authority", writes SPAK.

Rigels Xhemollari, drejtor ekzekutiv i organizatës Qëndresa Qytetare, po ashtu beson se mekanizmat nuk janë domethënës sa kohë që njerëzit pas tyre mund t'i përdorin ato.

Për Zef Preçin, përdorimi i Inteligjencës Artificiale edhe në prokurime është një mundësi e të ardhmes, por ai gjithashtu beson se problemi qëndron te njerëzit pas sistemit.
“Por në çdo rast, mbas makinës edhe më të sofistikuar, duke përfshirë sistemet që mundësojnë dërgimin e anijeve kozmike në kozmos, qëndron dija dhe truri njerëzor, d.m.th termi “artificiale” është gjithnjë në rol ndihmës”, tha ai, duke lënë të kuptohet se përgjegjësia për të parandaluar korrupsionin i mbetet përfaqësuesve të qeverisë.
Inteligjenca Artificiale si alibi

Duke iu referuar arrestimeve të zyrtarëve të lartë me akuzat e shpërdorimit të detyrës dhe korrupsionit, deputetja demokrate ironizon se qeveria as e merr mundimin të auditojë veten, siç do të bënte një kompani e thjeshtë, por shpik propagandë për të shmangur përgjegjësitë.

Zef Preçi also sees the proposal as an alibi. He says that behind the movement and the proposal is an attempt to hide the real actors of corruption.
"In my estimation, behind this move is an attempt to tell you that the government, which is actually the real cause of corruption and misuse of public funds, is concerned and that it is trying to find a solution," he said. Prechi.
