One of the Shijak gang leaders, Altin Hajri, is wanted by the Special Prosecution Office against Corruption and Organized Crime for participation in several criminal events. The above document is the agenda of the National Council for Territory and Water, dated March 26, 2025. In ordinal number 34, this Council, chaired by the Prime Minister of Albania, or in his absence by Deputy Prime Minister Belinda Balluku, has received approval for a permit in Durrës.
"Construction permit for the 'Residential and service building with 18 floors above ground and 3 floors underground', located in the Municipality of Durrës, with the developer being the company 'Pjeza 2022' sh.pk", this document states.
According to documents researched by VoxNews, the company "Pjeza 2022" has an address in the village of Pjeza in Shijak.

According to the balance sheet published in 2024, Valentina Hajri, who owns 100% of the company's share capital, approved the financial statements for 2023, which resulted in a profit of around 480 thousand euros.
Meanwhile, the Central Bank has also published a decision by the owner to suspend the activity on January 22, 2025. No further details are provided, only "suspension of activity for an indefinite period."
What connects Altin Hajri with "Pjeza 2022"?
The owner of 100% of the shares of this company is Valentina Hajri. In February 2020, the media reported that Mrs. Hajri testified for her husband Altin Hajri.
"I am married to citizen Altin Hajri, in the village of Pjezë, Shijak. I have three minor children who I currently have at home. When Altin is not there, I live alone with my children in the house in Pjezë. When he returned home, he only talked about the children. I do not know where Altin is currently," she stated.
She further says that she is unaware of the fact that Altini has a vehicle, while regarding the "Golden" resort, she says that it is managed by her mother-in-law.
Altin Hajri was also accused of the kidnapping and murder of Jani Prenga in January 2020. He was sentenced to 7 years in prison for this incident, but the sentence was not executed because the Appeal Court declared him innocent. In 2015, he was arrested and investigated for several criminal incidents, even for heroin trafficking, but he has always evaded justice.
