Following the blockage of the Librazhd-Prrenjas road axis, the General Directorate of Customs has taken measures to guarantee the continuity of the circulation of goods and avoid blockages in customs procedures.

In a press conference held at the Ministry of Infrastructure and Energy, the Director General of Customs, Besmir Beja, announced that goods are being diverted through the border points of Bllata, for entries from North Macedonia, and Kakavija, for entries from Greece. According to him, the number of employees at these points has also been increased to cope with the increased flow.

Beja explained that, from the moment the situation arose, customs structures have prioritized the concerns of businesses and the temporary suspension of the movement of goods and passengers.

" After the blockage of movement on the Librazhd-Elbasan axis and vice versa, the General Directorate of Customs has immediately taken concrete measures to guarantee the continuity of the circulation of goods and the completion of customs formalities ," declared Beja.

According to him, in order to avoid obstacles, new movement alternatives have been oriented through the border points of Bllate (Dibar), for goods entering from or through the Republic of North Macedonia, and Kakavija, for goods entering from or through Greece.

In cooperation with the counterpart authorities of North Macedonia, an understanding has been reached to facilitate traffic at the Bllata checkpoint, where the passage of loaded trucks and trailers will be allowed from 12:00 to 22:00, the 24-hour passage of unladen vehicles, as well as the passage of agricultural products requiring certification.

Meanwhile, Albanian Customs has also initiated contacts with the Kosovo side to enable further facilitation in the entry and exit of vehicles and goods.

Regarding goods that have entered through Qafë-Thanë and are located on the blocked axis or in customs premises, Beja announced that the External Transit (T1) regime will be applied, according to the Customs Code of the Republic of Albania. This regime allows the transit of goods from one customs point to another, through a territory outside the Albanian customs territory.

Operators must file the T1 customs declaration at the Qafë-Thane customs branch with destination Bllatë (Dibar), as well as draft a transport document (CMR) for the new itinerary.

The General Director of Customs, Besmir Beja, stated today that, following the blockage of movement on the Librazhd-Elbasan axis and vice versa, the General Directorate of Customs has immediately taken concrete measures to guarantee the continuity of the circulation of goods and the completion of customs formalities.

Since the moment the situation arose, customs structures have prioritized the concerns of businesses and the temporary suspension of the movement of goods and passengers. In order to avoid obstacles in customs procedures, new alternatives for movement through border points have been identified:
• Bllate (Debar), for goods entering from or through the Republic of North Macedonia;
• Kakavija, for goods entering from or through Greece.

Measures have been taken to strengthen logistical capacities and increase personnel at the Bllatë and Kakavijë border branches, in order to cope with the increased flow and speed up procedures, until the road situation normalizes.

In close cooperation with the counterpart authorities of the Republic of North Macedonia, full understanding has been secured for facilitating traffic. The Macedonian side will enable at the Bllata checkpoint:
• The passage of loaded trucks and trailers from 12:00–22:00;
• The 24-hour passage of unladen vehicles;
• The passage of agricultural products requiring certification.

Likewise, Albanian Customs continues to maintain contacts with the Kosovo side to enable further facilitation in the entry and exit of vehicles and goods.

Regarding goods that have already entered the Albanian customs territory through Qafë-Thanë and are located on the blocked axis or in customs premises, the technical solution offered is the use of the External Transit (T1) regime, according to the Customs Code of the Republic of Albania. This regime allows the transit of goods from one customs point to another, through a territory outside the Albanian customs territory.

Specifically, operators must file the T1 customs declaration at the Qafë-Thane customs branch, with destination Bllatë (Dibar), as well as draft a transport document (CMR) for the new itinerary.

The General Directorate of Customs is aware of the additional costs that this situation brings for economic operators, as well as the impact on import-export processes. However, all structures are maximally committed to minimizing the consequences and guaranteeing the normal functioning of commercial activity.

Customs will continue to inform the public and the business community in real time about any new developments or facilities.
